China doesn't lack money nor time, I've learnt in Chinese fora that many state owned R & D centres are working 24/7 to achive their goals.

China holds more than $1 trillion in Forex, the largest amount of US $ outside USA. Imho China is cathing up at the pace of 3:1 these days, there's also a lot of Chinese high tech intelligence in many developped countries including USA and UK.

And I agree Chinese is catching up fast, but the Tech Embargo is making it slower, so is the russian reluctance of giving hi-tech.
China needs to catch up atleast 3 decades. In terms of achieving parity in real terms. I am not telling it wont, it just would take some more time. Its not always about the money
