With the use of troops on the ground positively ID only combatants, it is more likely that civilian casualties can be minimized, even with the use of drones. Drones are just a platform, like any other aerial asset, have to be used with the utmost of care when civilians could be around. Otherwise, with troops on the ground, they (the troops) can be used to push into areas where combatants and civilians could be commingled. At the end of the day, every Pakistani soldiers knows that these our own civilians, our own people, so they take the utmost care to prevent loss of innocent life.
