If memory serves me better, it was discussed during previous defence exhibition in Dubai whereby, Russia offered UAE with SU-35 per UAE requirements like in other words "tailor made" and words were in air.

Yes you are right..it went a bit further than that though.. The UAE agreed to buy an undetermined number (in dozens!) of SU-35..and that was linked to the light stealth fighter deal that will be done in cooperation with MIG and based on the Mig-29 platform, But the UAE wanted Sukhoi to get involved in that project also, hence the commitment by both the UAE and Sukhoi for these interlinked deals..
