Defence minister AK Antony on Wednesday said India's armed forces modernisation was "often misconstrued" by some nations and asserted that the country had a proven track record of harnessing military technology for "peaceful and non-violent" purposes. "Our efforts at strengthening our Armed Forces are often misconstrued by some nations. India has a proven track record of harnessing technology for peaceful and non-violent purposes and ones essentially aimed to strengthen our defence capabilities," he said without naming Pakistan or China as countries that may have those apprehensions.

"Translated in the context of aerospace industry, it would mean enhancing military and dual-use technology that would benefit our armed forces and also have spin-off benefits for the civil populace," he said delivering a lecture at an international aerospace seminar in New Delhi.

He said armed forces modernisation remained on the top of the government's priority list. "However, despite our best intentions and earmarking huge budgets and allocating money, the modernisation efforts have not borne the desired results," he said.

Several procurement plans of the armed forces have been lagging behind, which included the Army's artillery modernisation, Navy's augmenting of its fast-depleting submarine fleet and the IAF's air defence capabilities and MiG-series fighter aircraft that have reached the obsolescence stage.

However, the armed forces are in the process of procuring artillery guns, medium multi-role fighter aircraft and new submarines for the forces and it is estimated that the procurement plans over the next 10 years is worth USD 100 billion.

Antony said the Defence Ministry should "continuously reduce and even eliminate procedural delays and bottlenecks" in its procurement procedures.

"It is with this realisation that we have put in place a Defence Procurement Procedure that is amended every year to speed up procurement and bring in fairness and transparency to the system," he said.

How the hell does this work? Military technology and non-violent purpose seems like an oxymoron.

He probably meant our contributions to UN peace keeping operations.

Don't why he had to say all that though. I mean every logical person would know that military is for one and one purpose alone. To project might.

This is an unnecessary statement, I agree, and the UN peacekeeping argument isn't water tight either. Most peace keeping missions call for troop numbers and mostly heavy lift/helicopters air capabilities. India is inking a 25 billion dollar advanced fighter contract.

As a sidenote, UN peacekeeping contributions are not always dictated by altruism. Poorer countries see it as a way to partially pay the upkeep of a standing professional army. The UN pays a remittance based on the number of troops serving, directly to the government. In poorer countries this remittance is more than enough to cover a soldiers wage + a little leftover for the government.

You are right. There is an incentive. Another is that developing countries are usually not seen as imperialist powers with their own agendas. Hence warring factions agree to their presence easily.

Why cant military tech for non-violent purpose work???Sure it can .when weapons are just use to showcase once a year during 26th January republic day parade.And Army day,air force day and navy day show and petal shower.Its not necessary that missiles can only be used for nukes launching . missiles can also be used to launch flowers.

Technology is an Intangible thing.... It cannot be showcased anywhere... It can be given different forms, but the Minister is not talking about its form but its original state.... Hope You are clear about this.... Now u may back off for Better Posters to step in and Debate...

we had two world war in jst 30 yrs but after nuclear weapon.no big war this similarity between military technology and peace............

Bridge laying trucks are used During Flood Relief and rescue, Medicines developed for military uses are Provided to civilians When as a part of Trauma relief effort, Quick launch Shelters Used for Military purposes are used to set up refugee camps etc etc....

Ofcourse missiles can be used to launch flowers...but on the dead bodies after nuking :)
