Settled your historical issues with most nations does not mean your gov apology.
It means compromise.
Your GOV does not settled historical issues with your main victim CN and Korea .

You said Japan has been apologizing for 70 yeas.

But you GOV never admit NanKing massacre and comfort women publicly , you call this as "apology", I hardly think so .

So you mean no need to say Sorry to Vietnamese people after any Chinese invasion in the history?

I mean CN did attack Viet for some reason , but we also helped you to defeat France as your suzerain, right ?

No matter CN attack Viet first or VIet attack CN first. We did not kill Viet people like NanKing massacre ,and Viet did not kill CN like NK also.

And NK massacre is the biggest massacre but not the only one during WW2, Japanese did far more massacres.
We died about 15,000,000 civilians, it is impossible to deny this.

I think that's the must-do thing.

Law enforcement is acceptable but killing hundreds to thousands people by calling them terrorists is not good way.

As I know , Viet won 2 battles ,after that Viet GOV admitted Viet was vassal of Yuan, then Yuan GOV stop attack Viet .

3. That's diplomat tactic,
Vietnam has no interest to attack Yuan, Mongol Yuan has nothing to do but accept the fact that they cannot occupy Vietnam.

Yuan tried attack again and again , total three times before realised that benefit / cost ratio too low.

The Mongolian supply fleet was totally destroyed. Omar was captured.
