A meeting of Sindh Apex Committee, chaired by Chief Minister Qaim Ali Shah, yesterday reviewed implementation of the National Action Plan.
The apex committee decided to expand the scope of the targeted operation to the entire province to completely eliminate terrorists after Eidul Fitr. It also decided to set up further 30 anti-terrorism courts in the jails.
The committee also approved appointment of investigation officers, 200 prosecutors and police personnel for the security of China Pakistan Economic Corridor (CPEC).
Qaim Ali Shah, taking policy decision, said ample incentives would be given to the investigators working on high-profile cases and similar incentives would also be given to the prosecutor who wins the case.
The meeting was attended by Governor Dr Ishratul Ebad, Corps Commander Lt-Gen Naveed Mukhtar, DG Rangers Maj-Gen Bilal Akbar, IGP AD Khawaja and provincial heads of intelligence agencies. The provincial ministers who attended the meeting included Nisar Khuhro, Murad Ali Shah, Sohail Anwar Siyal, Murtaza Wahab, Maula Bux Chandio, Dr Qayoom Soomro and others.
IGP AD Khawaja, briefing the apex committee on the kidnapping of Owais Shah, said the police and other agencies were working day and night on this case. The police have conducted 145 raids. Just after 48 hours of his kidnapping an activity was noticed on the phone of Owais Shah at Landi Kotal.
He said the car in which he was kidnapped was imported. “We have examined and found that only 3,000 cars of that model and brand have been imported to Pakistan, of which 700 are in Karachi,” he said and added its number plate was computerised. “The police have interrogated all the people involved in manufacturing computrised number plates to trace any clue,” he said.
AD Khawaja said there were 2,292 CCTV cameras at 538 different locations in the city. The quality of the cameras is very poor and most of the cameras are out of order. He added the city needs 12 megapixel CCTV cameras.
The corps commander said 2,292 cameras were not enough. London is smaller than Karachi, but it has 60,000 CCTV cameras which keep recording every individual in the city round the clock.
Governor Ishratul Ebad suggested setting up a separate department to install, maintain and regulate CCTV network.

The IGP said the process of recruiting 200 inspectors (investigators) and 170 prosecution inspectors has been started through Sindh Public Service Commission. The chief minister said he would give special incentives to investigators and prosecutors if they prosecuted high-profile cases successfully.
The recruitment of 2,000 ex-army men for the security of CPEC is in progress. So far 168 officials have been recruited while the recruitment of 487 was at the final stage, but applicants are not enough. On this Corps Commander Naveed Mukhtar said COAS General Raheel Sharif has assured the Sindh government of providing them with those ex-army men of Sindh-domiciled who are near retirement.
Briefing on the Amjad Sabri case, the IGP said he was killed by a 30-bore pistol which is not used normally by target killers. This type of pistol is used by killers from banned outfits. He added the case of Amjad Sabri was being investigated on three dimensions – the property dispute, sectarianism or politically motivated killing.
The chief minister directed the chief secretary and the home secretary to send him a proposal for creation of IT service cadre in the police department. The IT cadre of police would be responsible for maintaining their entire record right from appointment, trainings, promotions, seniority list, disciplinary actions, if any, retirement and payment of salaries, perks and pensions.
Corps Commander Naveed Mukhtar said a separate brigade has been raised to provide security to CPEC projects. Brigadier Farhan of CPEC Brigade said that out of 38 projects 13 fall in Sindh where over 9,000 Chinese would work.
He said these projects are being launched in energy, roads and railway sectors. He said there are 26 economic zone under CPEC of which six would be established in Sindh. He also pointed out that there are 132 non-CPEC projects of which 80 are government-sponsored and as many private projects on which 3,934 Chinese are working.
