KARACHI: Sindh Rangers on Saturday announced the arrest of Lyari gang war leader Uzair Baloch, during a search operation on the outskirts of Karachi.

“The gang leader was arrested in a targeted operation outside Karachi, in the early hours of Saturday as he attempted to enter the metropolis,” a press release issued by the paramilitary force stated.

It is unclear how and when Baloch arrived in Pakistan from the custody of UAE authorities.

Earlier, Baloch confessed his involvement in killings of rival group members, including Muttahida Qaumi Movement (MQM) workers, supporters and police officials.

The gang war leader further stated that several police officers were also working under his influence. Pakistan People’s Party (PPP) leaders were also in his support, he added.

Upon the arrest of Baloch, former Home Minister Zulfiqar Mirza said, “I am thankful to God that Uzair is safe and alive.”

“He is like a brother to me,” the former home minister added.

“The announcement of Uzair’s arrest came this morning, however details of his involvement in criminal activities are yet to be revealed.”

Baloch, a former chief of the defunct Peoples Aman Committee (PAC) who was declared a ‘most-wanted criminal’ by the Sindh government, had been in the custody of the Abu Dhabi police for nearly three months. He was detained in the United Arab Emirates (UAE) based on Interpol’s red-warrant on December 29 at the Dubai-Oman border.

The elusive self-styled don of the restive Lyari neighbourhood of Karachi, who managed to escape to the Middle East, after he was implicated in several cases by the Pakistan government, was finally apprehended by the Dubai border security personnel as he was crossing over from Oman. The security officials, on the basis of suspicion, put him through an eye-scan check that found he was on the Interpol’s most-wanted list. Uzair was subsequently handed over to the Abu Dhabi police and his case was sent to the court for repatriation to Pakistan.

As news of Uzair’s arrest was communicated to the Pakistani authorities by Interpol, a four-member team comprising DSP Zahid Hussain, SP Usman Bajwa, SP Naveed Khawaja and a Rangers official was sent to Abu Dhabi to take him into custody.

Dubai authorities agree to hand over Uzair Baloch to Pakistan

This was, however, no easy task largely due to the sheer incompetence of the team members, who had no idea how to handle a case of such a nature. Somehow, SP Usman Bajwa of the Counter-Terrorism Department managed to get himself stopped at the Dubai airport for just over two hours as he had felt it prudent to take along a revolver and handcuffs on the journey. He was released shortly after, but things just kept going sour for the team from then on.

Uzair is reported to have told the court that he is an Iranian national and would not want to be deported to Pakistan. His lawyer, one of the top criminal lawyers of the UAE, has appealed to the court that Uzair would be killed if given in the custody of the Pakistani authorities. He, however, could not prove his Iranian nationality as the sole Iranian passport he had was found to be forged.

What the defence doesn’t have in its favour are the 57 criminal cases registered against Uzair in Pakistan.

Is it always this difficult?

An official of the Dubai intelligence bureau claimed that Uzair could have been handed over to the Pakistani government a long time ago, had the authorities really wanted to bring him back. “There seems to be a lack of intent on the part of the Pakistani government to bring him back,” he believed. The official, speaking on the condition of anonymity, said that nowhere along the case had there been any communication between the two governments. “The Pakistani government is using weaker channels to appear like it wants to bring him back. If they did, they would have approached the UAE government through the proper bureaucratic channels.”

The court was scheduled to take up the hearing in January last year. Uzair’s lawyer had expressed fears that his client will be killed in Pakistan. He has asked the Abu Dhabi authorities to reconsider their decision to deport him. It is likely the court will make the Pakistani authorities sign an affidavit that he will not be harmed before handing him over. Either that, or Uzair will be released and be bound to remain in Abu Dhabi as the authorities cannot detain him for longer than 90 days.

KARACHI: Pakistan Rangers, Sindh claimed to have arrested of Uzair Baloch, a notorious leader of the Lyari gang war and chief of proscribed Peoples Amn Committee (PAC), in a targeted operation from the outskirts of Karachi on Saturday.

Rangers arrested Baloch in a targeted operation outside Karachi late on Friday while he was attempting to enter the city, said a press release issued by the paramilitary force.

The press release also claimed the recovery of weapons from Baloch, alleged leader of one of the gangs operating in crime-infested Karachi's Lyari area.

Extradited or arrested?
Baloch was arrested in Dubai by the Interpol in December 2014 while he was crossing into the United Arab Emirates from Oman by road, the Pakistani consulate in Dubai had confirmed at the time.

A four-member special police team which was in Dubai for a month to seek Baloch's custody from UAE authorities had returned empty-handed in March 2015.

Sindh Chief Minister Qaim Ali Shah while denying any association with Uzair Baloch in August last year hadexpressed ignorance about his status.

“He [Uzair Baloch] was caught in Dubai,” said Shah at the time. “Then our police team went there to gain his custody but it could not materialise for unknown reasons. Now I don’t know if he is still in custody in Dubai or has been released.”

It is not clear when and how Baloch arrived in Pakistan from UAE.

Once known for his loyalty to the Pakistan Peoples Party and close contacts with the party’s leaders and senior members in the Sindh cabinet, eg former home minister Dr Zulfiqar Mirza, Uzair Baloch took over as leader of Peoples Amn Committee in Aug 2009 when the notorious Abdul Rahman Baloch alias Rahman Dakait was killed in an encounter more than a year after the PPP government came to power.

Though the committee is presented as community group by its leaders, it is blamed for its criminal activities which included killings, extortion and drugs business both by police and rival parties of the PPP.

PAC was banned on October, 2011.

Baloch's relations with the PPP started souring after April 2012 when the police launched ‘Lyari operation’. The two-week siege came to an end without any major arrest, but left a number of people, including policemen, dead.

A foster brother of PPP Co-Chairman Asif Ali Zardari, MNA Owais Muzaffar — better known as Tappi — wanted to contest elections from Lyari, which was refused by Uzair.

The ensuing rift within the PPP-PAC relations called for a hastily put together operation in April 2012, which insiders say was based on completely political reasons.

The operation was called off after a week and as a result the PPP had to bow down to Uzair’s demands to pick and choose people from his cadre to contest in the general elections of 2013.

The very next month the Sindh government announced bounty on most wanted criminals of the troubled Lyari neighbourhood. Uzair Baloch carried a prize of Rs2 million on his head.

The head money notification, however, was withdrawn a month before the May 2013 general elections — seen as a move by the PPP-influenced caretaker set-up to appease the Peoples Amn Committee, which enjoyed street power in Lyari, the party’s stronghold.

Differences within the Peoples Amn Committee and the widening gulf with the PPP government finally forced Uzair Baloch to leave Pakistan.

In June 2014, Islamabad, on a request by the Sindh government, asked Interpol to issue red warrants of Uzair Baloch and Noor Mohammad alias Baba Ladla., The latter was at one time Uzair’s close-aide, but later turned his rival.

The arrest of the alleged gangster, who was once mentioned as ‘wanted’ on Interpol website ‘by the authorities of Pakistan for prosecution’ for ‘murder charges,’ sparked an angry reaction in Lyari. Most shopkeepers had shuttered their businesses after learning about the development.

Pending cases
Currently, as many as 55 cases are pending against Uzair Baloch in various courts. Of these cases, one relates to the murder of Arshad Pappu and another relates to keeping weapons and explosives.

In 2012, a court warranted for the arrest of two leaders of the banned People’s Aman Committee including Uzair Baloch and an alleged member of the proscribed Balochistan Liberation Army in illicit weapons cases.

The police claimed to have detained the suspects in 2012 and alleged that the explosive stuff and illicit weapons were found in their possessions and they were involved in supplying arms and ammunition to criminals associated with the Lyari gang warfare.

Uzair Baloch had been declared a proclaimed offender in the case and the court had ruled that proceedings against the offender would be conducted in absentia under Section 19 (10) of the Anti-Terrorism Act, 1997

Very little attention is given to PPP criminals while MQM terrorists always gain the spotlight. A relative of mine was kidnapped by Zardari gang. He is as much involved in violence in Karachi as is MQM.

  2. I read a ticker stating that he came into Pakistan via Iran, how credible is that?
  3. What is the point of catching him? there is video evidence of him along with PPP members, even CM Sindh. He is alleged to have been in contact with them, taking orders from the PPP. Hell, PPP members from Lyari have taken an oath in his name. Don't expect any action in this country.

What action are we taking against them? we can't expect to bring peace unless we do justice to the affected and hang those involved, and ban these so-called political parties. Uzair Baloch might as well be another Saulat Mirza!

Strange why would Rangers do this drama? Everyone knew he was caught in Dubai. Probably for Courts. Anyhow good development but Rangers need to be a bit more smart than this.

Spot on, this "militant" tendency in Pakistani politics is unwarranted and has caused so much venom over the years, you only need to look at it's impact on Zilla and UC level politics in Pakistan, Karachi being prime example whereby through exploitation of emotions, illiteracy, vulnerability, intimidation and name whoring certain people can exert a large amount of influence over their constituency.

The only way to root this out is the cut of the head of the viper, and that will send a strong statement from top to bottom, such an action needs to be complemented with legislative, administrative, grassroots level support and the plethora of LEAs working together to investigate, identify and eliminate such parasites from our country.

Nothing hits a politician harder than their wallet, start there, freeze their assets and return to the state :P

It's a very deep and stinky story behind all this, the well dressed most wanted terrorist Uzair Baloch could be a " wada muaf gawa " to free his neck from all crimes, may be that's why ZM proudly claiming him as his alike brother.
It's Pakistan anything possible and can't even surprise you.
