China can't buy from the west because the west is familiar with China, and they know that China will just reverse engineer the technology. India buys from the west and takes the ToT, India doesn't reverse engineer the technology, that is why the west is willing to sell it to us. India takes it slow and it is mainly because of the government's inability to allow any private sector to jump into the defense field. Look at the TATA and other private sector they can produce better equipment than the state run industries, but as long as the government is hell bent on not allowing the private sector there is nothing anyone can do.

More to it, India is still a fairly young nation, compared to other nations similar to India with sanctioned imposed on them, and yet India was able to come this far in matter of technology base, the best example is the Indian navy, the most modernized arm of the armed forces, sure it buys equipment from foreign countries, but it also goes a lot for home made systems, the ACC, the nuclear submarines, and the new destroyers are best example. What India doesn't make it buys. It is true for all nations, today even the ISRO which once relied heavily on Russia for technology, is starting to work and develop its own systems because of the bans that were put on it. It takes India time because of the government's inability to work faster and take decisions, yet in comparison to other nations of similar standing, India has done pretty well.
