Should india talk directly to pakistani army?

Pakistani army is the biggest stakeholder when it comes to india policy but can we bring them to the talking table ?

Some analyst suggested that with india, pak army is reluctant to come to table talks ,why is that?

The question should be that should Pakistan talk directly to Indian Army. As thats now a fact that Indian army is the biggest stakeholder in policy towards us.
