Shortfall reaches 5,000MW as power outages hit Pakistan amid ongoing heatwave

Capacity payments are standard all over the world. It ensures you have enough generation on the highest load days and prices don't go to through the roof during shortages.

Texas has an energy only billing approach with no capacity payments.....that's prices went to $1000 dollar a day during the cold weather outages. Plants will have to recoup their operating costs by charging exorbitant amounts during peaks and shortages. You need to do more HW on the power grid. Its not simple as getting rid of capacity payments.

Problem is poor system planning.

No generation system guarantee same production or uninterrupted production and total consumption round the year, therefore, generation sources need to be blended in a way that one can make use of total or close to total minimum capacity of IPPs as well as tariff with IPPs need to be free of kickbacks etc.

Electricity theft existed long before this govt came into being

Electricity theft has been going on for many generations, previous esteemed governments did nothing to prevent theft of electricity and changing outdated mediaeval distribution lines, unfortunately power outages will continue for forsseable future until core issues of power theft and poor electric cables that can only handle so much power being supplied to local homes have not been addressed.

Govt needs building codes ans forcing people to use isolation material

It also needs swing capacity for summers by adding hydro and solar capacity
You mean insulation material?

Maybe govt can pass a law, but who will enforce it?

The country is facing eight-hour-long power outages amid the merciless ongoing heatwave as the electricity shortfall has reached 5,000 megawatt.

As I have said many times over the past decade, loadshedding will remain as a permanent feature for Pakistan for the foreseeable future, given its multitude of issues in the power sector. Anybody who claims to be able to resolve it in one term is simply lying.

There is a silt problem at Tarbela dam, shutting down the system. Fixing it.

Tarbela for maintenance .... electricity is not the issue ,,, powerlines are the major issue. PMLn build the trucks and forget to build the roads ... example perfectly fit ... lots of power station and no mechanism for transporting the electricity. On top of billions in the name of capacity charges .... Nawaz did some excellent work... the country is running on adhocism ..

I never get this why independent power producers don't install new systems in order to expand their customer base? They'll just make more money.

What's holding them back? Why are they content with limited and cheap electricity and not thinking about multiplying their profits by supplying more? The demand is always there.

It's so strange.

PMLN and PPP signed guaranteed income (capacity charge) contracts with these IPPs so why would IPPs spend a single rupee on installing new systems!? They get paid full capacity without need for any improvements.

A patwari would find it strange indeed, no surprise there!
