Capacity payments are standard all over the world. It ensures you have enough generation on the highest load days and prices don't go to through the roof during shortages.you cant distribute it & cant afford it due to capacity payment & 25% RR
second the requirement is mostly swing requirement, our requirement in winters is half that of summer
so best source would have ben hydro which you can boast during summer season but hey we like furnace oil
Texas has an energy only billing approach with no capacity payments.....that's prices went to $1000 dollar a day during the cold weather outages. Plants will have to recoup their operating costs by charging exorbitant amounts during peaks and shortages. You need to do more HW on the power grid. Its not simple as getting rid of capacity payments.
Problem is poor system planning.
