That makes zero sense. Just because they pay interest on the accounts does not make the money belong to the Pak government, otherwise they are paying interest to themselves.

But if there is a "call" on those funds by those Roshan account holders and Pak gov cant pay, you get a bank run. In this case it will be the Pak gov who will need to declare themselves bankrupt. What they will end up doing is not borrow but "steal" these funds.
