If the Moral of the Police is such that they consider it as a normal behavior this is a Serious violation of any Internal law on Prisoner management , specially in this case a man who is known to be a ideal member of society

We need to shut down Islamabad Police 100% and the Judge Lady need to be off duty immediately , and People need to know who was the unknown person who committed the act of Torture in undisclosed location

Was it someone else from other Institute ?
Who was involved in Picture taking and sharing and distribution , who authorized this conduct ?

If it was military person , they should be court marshalled
