Why armed forces alliwed to do bussines when the tax paters money is given not for bussines who will bear the loss now

It is a privately owned airline. Nothing to do with the armed forces.
The person who started it n made it into a success died some years ago. His son's who btw dident know squat about the aviation industry took over the management against the advice of many. The result is that they have ran it into the ground

Why can't Pakistan run airlines profitably? I mean pilots, aircrew, technicians, maintenance, admin staff cost fraction of what western airlines or even Gulf airlines pay. Costs like fuel, parts, aircraft are fixed. Everybody has to pay them. So why?
