What explains this, do you believe?
I think that some factors are:
(1) The USA has a culture of individualism that shades into self-centeredness and feelings of individual entitlement. Hence, "I want what I want, now."
(2) There is a feeling of safe anonymity that arises from the extreme mobility away from extended family roots and the shame of dishonoring the family. Hence, "No one knows me, I won't get caught, I don't care who I hurt."
(3) Drugs are illegal but are socially tolerated and even acclaimed by cultural icons. (Free speech and artistic expression is highly valued.)
(4) A self-perpetuating urban culture of children raised out of wedlock by high school dropout mothers, without fathers.
