That's just a media sponsored fancy of ill-informed news anchors at best. There is no way that ISIS in any conceivable form could spontaneously emerge from Punjab. For starters, there is not an inch of land in Punjab not under the direct sovereign authority of the Government of Pakistan, a vacuum is the very first and most essential component in any insurgency that can accumulate enough power to actually expand, the TTP had it in FATA but I reiterate once again that the physical space for an ISIS threat emerging from Punjab simply does not exist.
Are there militancy problems in Punjab much like other provinces? You bet. Can we do more to address them? Absolutely. However, I urge you not to buy into the hype being peddled by the media houses, they need to sell a story and they will cash on the fears of the local populace to do so.

just like we keep our eyes closed in early 2000's ? that we have no insurgency ? we waiting and waited till TTP cross Swat and close to Islamabad ... our history tells a different story , Punjab is good ground for ISIS, not just that they are more Stupid but they are " Paday likhe jahil " , a imam is openly calling ISIS to come to Pakistan, In Karachi and Lahore young people are caught who have contacts with Banned Organizations ..
and as for Militancy in Punjab, its not media who is brushing or creating something, its happening, ISIS is not a Organization of Fool to reveal itself while they are weak, they will wait, just like TTP and other's did, once they have at least 3 Place to start their network , they will keep low, and this is exactly what they are doing .. think as a Commander of a banned Org, if you were give the task to recruit and established your presence in a new country what will be your strategy ?
Mark my words, ISIS ( if they emerge in Pakistan ), it will be either from Karachi, or Punjab .

You are making a gross generalization, Aiman-al-Zawahiri, Abu-Bakar Al-Baghdadi, Osama Bin Laden also had impressive educational credentials and still became involved in terrorism and yet did not hail from the Punjab.

Prosecutors, also poorly trained, are not closely involved in investigations. Corruption, intimidation and external interference in trials, compromise cases before they even come to court.

we need to amend the Criminal Procedure Code to establish a robust witness protection program, and make the protection of witnesses, investigators, prosecutors and judges in major criminal cases, a priority.
And carry out a comprehensive assessment of the gaps in investigation and prosecution, based on analyses of crime patterns, with the goal of identifying personnel, training and resource needs at the national, provincial and district levels; invest in producing cadres of specialists within investigation branches and agencies, in such fields as kidnapping, homicide, counter-terrorism and cyber-crime.
