HARM range 150 km. The plane has to be no more than 150 km from radar. S-400 engages at 400 km. Good luck getting HARM in range.

Pantsir as per published news, can target missiles up to Mach 3. And the published range for Pantsir to take out a HARM AGM-88 is 15km.
Radar is not used to detect HARM, Electro-Optical tracking systems like the following are used.

Published, did they tested a harm missile? A E/O system can't detect a missile from 15km far away, that is biggest BS on this forum i read. Second you give the max altitude a that version and old panstir system missile are slower and don't have that range. You need a radar system to quide a missile that far, or it must fly very low. Max 5 km and you can shoot.
And the speed of the new missile what is given by wikipedia is 1300 m/s start and after 780m/s.
