India's got 36 states (or close to it). So the defence budget per state would be 40 / 36 = USD 1.1 billion! Now compare that to BD's!

To put it simply the needs, structure and the operations of our defense forces and our paramilitary forces are very different.
Yes they are both security forces, but you dont need migs and mbts to maintain internal security. Similarly, you cant have tasers and pepper spray to repel invading armies

Bangladesh Defence and Security budget is approx $5.503 billion USD. for 2016-2017
For defence, approx $2.816 billion USD has been allocated (6.5% of total national budget) and paramilitary-homeland security budget is approx $2.697 billion USD (6.2% of total national budget)
