If someone today says that US is doing this wrong, would you call it whining?
Depends on who is doing it, about what and why...
A scholar, coming to US to learn. He learns, observes the society and the scientific community and gives his opinion.
Yeah.. whining if he has nothing to offer to US in return.... valid if he gave something back..
As I said, he is a scholar.
If he is only learning and not teaching simultaneously, he is not a scholar, he is a student....
That is up to US, whether to let him teach.
teaching need not be formal... also, if he is knowledgeable (a scholar), it will allow... but if he is a student on 100% scholarship and tells everybody back home how bad US education/people are, even while making money by the knowledge gained, yeah, whining for sure...
