I'm going to be honest. It is not impossible for Iran to have done it nor is it impossible for it to have been a false flag to justify something else.

The Arabs seems bent upon doing something against the Iranians. Whereas the Iranians, despite what is going on in the region against them, think it reasonable to keep provoking Pakistan. One would think they'd want to focus on the immediate threats and leave pointless provocations for the time being. So it isn't beyond the Iranians to have done this as well.

It does not work like that. Pakistan can't say no to people whom it identifies with. Pakistan is compelled to give shelter to refugees who identify with pakistani culture and ideology. There is a high chance that the soldiers of Pakistani army itself will rebel against Pakistan if it decides to use lethal force on muslims fighting for Iran against USA if Iran makes an appeal for help.

I am an Indian and I want to make it clear that India does not have any security arrangement with Iran. Don't put fake allegations here and there. India just trades with iran. Also, india does not have troop deployment in Afghanistan. It is Pakistani force which helped USA settle in Afghanistan and now India is there with assistance from USA. Iran is not helping India and there are definitive information that Iran is harbouring several Afghanistan jihadis like Mullah Mansoor (who was killed by USA drone) with collaboration with ISI. India has never been a military ally of Iran.
