A potentially more beneficial and deal for both nations would be overhaul Pakistan's Agriculture.
Remember all the following opportunities are open to any large investor; Arab Countries, China, Europe, America, or soverign wealth fund or government bond measure, but if we can secure Saudi Investment (FDI) not a loan, into improving the following industries and not just buying things without needed upgrades, the rest of the world will come, especially if they do it to the tune of tens of billions,
we need to make our case to them; full diplomatic world cup marathon. The Ideas below are what I call
Pakistan Vision 2047; Kicking off last year when CPEC really started showing fruit, and by the end of the 30 years and at our centennial independence day achieve middle income nation status.
Pakistan has vast amounts of arable land in need of
better management and a number of dams going up that will stabilize water supplies to a large extent. An investment in this area would provide Saudi Arabia with stable food supplies close to home and a way for them to diversify away from hydrocarbons; a key part of their Saudi Vision 2030.
For Pakistan it would mean jobs for the people, higher crop yields and therefore more money for Farmers, a reliable tax basis to pay off national debts and fund social services, high nutritional food to help people maximize their health from an early age (adding vitamins to processed food like the west). These revenues could fund the big flood control and earthquake control need in vulnerable areas to minimize any shocks to the economy and people's lives those events can have.
Long Term more dams and canals can be funded which would at its maximum potential (under the "Pakistan Flood Control System" Plan) arable land can be increased by up to 75% more then we have from 40 Million acres to 70 million acres.
Remember we have a labor force that earns far less then western countries, but with more fertile land. With technology, our Farms can produce at least as much as European and American Farmers if not more.
that would mean yields increasing 200-400% for our crops, livestock, diary, etc.
Another sector would be Tourism; Pakistan's new transportation infrastructure will allow Tourist from around the world to visit the magnificent areas throughout Pakistan (a country that is safe and welcoming to Saudis) We have the ancient Indus valley civilization; one of the four great ancient river civilizations (Egypt, Iraq, and China) but the least developed tourist industry (Egypt's Tourism industry in 2010 earned
$12.5 Billion, 15 million tourists, and employed 12% of their population). not to knock Egypt, but I can be confident in saying we have a lot more to see in Pakistan then Egypt has. We have a brand new Airport lets put it to some use and bring in those Wealthy Tourists. Another great idea would be for the
Saudi to fund a Large Theme Park akin to what Dubai Has done, but in Northern Pakistan along the Karakorum Highway. The good weather, decent prices, and short flight time from so many neighboring countries would bring in the crowds. Dubai can built great parks, but they can't change the climate.
more industries include
1. modern world class education (from Prep through University, modern faculties will draw in parents wanting the best, and thereby raising the human capital a keep goal of Imran Khan's Naya Pakistan)
2. Sports; fund local talents kids, and form them into professional teams; have them play in stadiums around the world and earn money from them. Sports are a great way to keep kids motivated, especially the physically stronger kids. Soccer, Cricket, and other team sports can earn some big bucks around the world.
3. healthcare, pharmaceuticals, and Human medical research (which India is doing, and Pakistan should go into). we have many poor people that need healthcare, and if local medical centers can be formed all across the country to provide modern but cheap treatments they would benefit. The Saudis would gain access to new cases for their medical institutions to publish in journal articles. the diversity of the people and the environment in Pakistan can lead to so many products Saudi and Pakistani Scientists can come up with. French Scientists go to deep jungles in Madagascar to find rare animals and plants. they have scientists around the world looking for new fragrances, and that is where the super expensive perfumes and cosmetics and new medicines come from. If the Saudis are to branch out, the Pakistan is a great place to start;
the biodiversity in people and environment will give their scientists and investors room to make their name in the scientific journals, and can reignite Islamic Scientific Scholarship in a big way (Like in the Golden Age of Islamic Learning).
If these MOU are about Refineries and the Petrochemical Industry, then it is welcome also, but there is so much more the Saudis can invest in and get a good rate of return on top of achieving building up strategic assets like food supplies and linking Pakistan financially with their national interests vis-a-vi common neighbors because if Pakistan economy is growing and it can't get supplies to feed it; it may need to patronize iranian oil suppliers. A Saudi source steady and cheap would cut off the Iranians.
It would also be
Game Changing if the
Saudis and Omanis laid undersea Oil and gas pipelines to Gwadar. It would really jump start Gwadar. Not only a port outside of the straits of Hormuz but one that will link with Pipelines directly to China (and if they behave themselves the Indians can join the pipeline as well.)
Finally a super big way to grow would be to fund and fully develop the research of Dr.

We have a need for 5 Million new homes for our Poor (Per Imran Khan's Naya Pakistan Platform), ad we want to upgrade our cities into modern ones (sidewalks, cleaner); with all the new metro lines, we should also have modern apartment buildings that cost more upfront but
don't cost much to supply with air conditioning, heating, and reliable electricity. All with just Wind, Sun, and Water.
If We can work on this jointly, we can solve Load Shedding, provide reliable and stable enviroment for our people; raise human development, and make our cities globally competitive at a much lower cost (we cant afford the massive amounts of Air Conditioning Dubai has, but we can engineer our way to a better future).

we can have all our major population centers and even the smallest towns with modern public infrastructure when work to develop it through engineering.
The beauty of these buildings is not only their facades, and that poor people will have a dignified home,
but these buildings will no longer be drawing electricity from the grid, and may be putting energy back in. As each building goes up, and as we keep building power plants, we will be able to quicker reach a point where load shedding will not be needed. an uninterrupted power supply to the mega users like
factories (Cheaper Electricity, more competitive due to lower cost of production, more exports, more jobs), hospitals, and schools will be available 24 hours day. housing like these would lower electricity costs for all as we wont need to build as many power plants. we would have electricity right were it is needed, lowering power lost due to transmission distance. in fact excess electricity and cooling could be used to pump natural cool air in between buildings on to the sidewalk, and have lights on the outside of buildings to light up the sidewalks, so these neighborhoods have all the amenities. Private citizens, corporations, and the military would build this way in cities.
it would change the urban landscape and can even improve GDP growth a number of percentages every year, just like the building boom did for western Europe and American is the 50s and 60s, and China more Recently. But this time we have a building design that works for our needs and our environment and climate.
We could have areas of cities like India has done in Banglalore with "Tender sure" Project

beautiful sidewalks paved with regular concrete and using rubber roller to put on the design you want; just use different color concrete and it will look like brick.
simple affordable buildings but elegant facade give the residents dignity, using rollers you can do it at an affordable price.
coming up with our own uniform artistic building designs like Paris or London, it will put Lahore back on the map, as a place you have to see if you can say you have truly lived.
