Sure, Pakistan should capture smugglers within Pakistan they don't have any right to object (nor they do) if he is executed in KSA or get's killed in Iranian territory.

They are following their traditional Islamic law.Most of Arabic states are like that.
AFAIK drugs,alcohol such stuffs are prohibited .A true Muslim cant use that.So their law made such a punishment for it.
