Well, that depends on whether you are beheading with a blunt or sharp blade. Human nature is as such that without the fear of actual harm they do not change. It may be a very pessimistic view of mankind but for now I see little proof of us evolving beyond those ideals.
To give you an odd example. When the series Star Trek: The next Generation was being developed.. there was a Q&A session with the cast. Now for those who are not aware the lead is Patrick Stewart(Dr Charles Xavier from X men) who has been bald since his twenties.
A reporter(or fan) asked him a rather cynical question that why is he bald when clearly someone would have figured out the cure for baldness in the 23rd Century. The creator of the series replied with a very nice rebuttal that in the 23rd Century whether you are bald or not will no longer matter in your social perception.
However, that little interaction gives a straight forward clue to the ever existent negative mentality within humanity. That the man found his baldness objectionable.. hence if such petty issues are still a concern.. then susceptibility to all other evils is as well.
Till mankind crosses that path where it has grown beyond its prejudices.. there will always be a need for strict tempering.
Faith in humanity.. I do not possess.

Come to think of it I'm genetically predestined to be bald as well otherwise all the Kashmiri men in my family wouldn't be bald !
