I believe they are partners,nit sure about allies, but they are one of the most important western ally in the region, and they have benefited alot from this close ties. They have a quite pragmatic and shrewd foriegn policy.
Qatar is a high income economy, backed by the world's third largest natural gas reserves and oil reserves.The country has the highest per capita income in the world. Qatar is classified by the UN as a country of very high human development and is the most advanced Arab state for human development. Qatar is a significant power in the Arab world, supporting several rebel groups during the Arab Spring both financially and through its globally expanding media group, Al Jazeera Media Network. For its size, Qatar wields disproportionate influence in the world, and has been identified as a middle power. Qatar will host the 2022 FIFA World Cup, becoming the first Arab country to do so.
Qatar achieved full independence from the United Kingdom on 3 September 1971. Arab states were among the first to recognize Qatar, and the country gained admittance to the United Nations and the Arab League in the same year. Qatar established diplomatic relations with the Soviet Union, and Communist China in 1988. The country was an early member of OPEC and a founding member of the Gulf Cooperation Council(GCC).
Sheikh Hamad bin Khalifa Al Thani, the emir of Qatar from 1995 to 2013, helped establish Qatar's reputation as an influential player in Middle East politics. The first major move in this regard was the founding of Al Jazeera, a state-owned news media company.
Qatar has also cultivated close relationships with Western powers, particularly the United States and the United Kingdom. Al Udeid Air Base hosts American and British air forces. Qatar has invested extensively in London real estate, and the country has also made donations to prominent research centers in the United States. At the same time, Qatar maintains ties to Western adversaries, including Iran, Hamas, the Muslim Brotherhood, and sunni extremist elements in Syria, Libya and Egypt.
Qatar has a population of around 1.8 million people, however only 280,000 of these are citizens.The vast majority of the population are migrant laborers who suffer severe human rights abuses including unfit living conditions, abuse by employers, and seizure of passports and other immigration documents. These human rights abuses have caused tensions between Qatar and liberal western democracies. It is also one of the few countries in which citizens do not have to pay any taxes.

So I will say they have a very smart and shrewd foriegn policy, despite their main anchor(ally) being the U.S/U.K and France to a lesser extent, they still maintain good or normal ties with Iran and they heavily support sunni extremist groups in the region from Libya to Egypt, to Syria for their own interest and influence, they have been doing all these without drawing too much attention fron their western allies. I will say that overall their leaders have been very smart in going about their interests and balance between powers. Very smart.

Lol calm down dude. I was just indirectly saying why do you ignore Syria and Russia labeling the MB as a terrorist group? Obviously KSA,UAE,Bahrain also consider them a terrorist group. So why pick only on the later but not the former?
The point I was trying to make is that All these countries Syria, Russia, KSA, UAE,Bahrain have a common interest in doing so(I know it's funny seeing these countries actually agree on something or have a common enemy, which is rather strange.lol ). It's all about interests dude, that's the point I was trying to make. Nothing about morality, people powered movements or democracy or whatever.
