SSB signs MoU with NSDC & NSDF

A MoU was signed between Sashastra Seema Bal (SSB), National Skill Development Corporation (NSDC) and National Skill Development Fund (NSDF), in presence of Union Minister of State for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy and Union Minister of State for Home Affairs Shri Kiren Rijiju here today.

During the event an android based and in-house developed mobile application “MySSB” was launched by Shri Kiren Rijiju. The Minister lauded the efforts in developing the application and expressed hope that SSB will continue keeping the welfare of its personnel on priority basis.

Shri Rajiv Pratap Rudy said that the effort and contributions made by our security forces need to be recognized. He said that the paramilitary forces are highly skilled because of the nature of their job and his Ministry aspires to provide them better livelihood options for their future. He said that recently, a MoU with the CRPF was fostered and today we enter into a partnership with SSB, NSG and Welfare And Rehabilitation Board (WARB). He said that he is glad to share that, subsequent to his request the CRPF has decided to change the nomenclature associated with the skill set under which their employment framework is to be given a facelift and to make it more socially acceptable. The Minister expressed hope that other forces follow suit post this endeavour. These workforces are an important and integral part of our society and respect should be given to all those who possess skills in them, he added. This will also make skilling an aspiration and we can aim to attract more people to our mission.

After signing the MoU, DG, SSB, Smt. Archana Ramasundaram said that SSB will be able to provide gainful employment to the retiring/retired personnel of SSB in-order to facilitate resettlement through generation of second career option. She said that the MoU will establish a framework under which dependants of SSB personnel as well as locals, school dropouts, victims and potential victims of Human Trafficking will also be benefited directly in the area/region where SSB is deployed. She said that the mobile application “MySSB” will cater to the general requirements and information of Force personnel i.e. accessibility to details of salary & allowance, GPF subscription, service particulars including posting profile, APAR etc.

Presently, SSB has been deployed with its mandate to guard 1751 kms of Indo-Nepal and 699 kms of Indo-Bhutan Borders as well as deployed in the state of Bihar, Jharkhand & Chhattisgarh for ANO duties and in the state of J&K for CI Ops. duties. Through this MoU the unemployed educated/ uneducated youths will get an opportunity to adopt a course of their choice/earn their livelihood and plan their future.

Skill development training programme will be organised in collaboration with Ministry of Skill Development & Entrepreneurship. Sectors like Apparel, Food Processing, Beauty and Wellness, Automotives, Security, Sports etc are given emphasis for the said programme.

Activities organised by MHA on 3rd International Day of Yoga

The Ministry of Home Affairs (MHA) organised various activities across the country on the occasion of International Day of Yoga today. About 2000 CAPFs personnel have participated in the mass Yoga demonstration today at Lucknow, Uttar Pradesh. The officials of MHA participated in the mass Yoga demonstration at various locations in Delhi.

In the true spirit of “Yoga” – the SSB, in a befitting manner organized events of yoga in all field formations. The event was organized in 6 frontiers HQrs, 18 Sector HQrs, 66 Battalions and other formations. Today, nearly 500 SSB personnel attended group Yoga at Lucknow, where Prime Minister, Shri Narendra Modi, participated in the Third International Day of Yoga. Smt. Arachana Ramasundram, DG SSB, also participated in the yoga session at the premises of the 25th Bn Campus at Ghitorni, New Delhi, to mark the 3rd International Yoga day. The event was attended by senior officers of Force HQrs SSB and Personnel posted in the 25th Bn SSB.

LUCKNOW: There is 36 per cent vacancy for recruitment to gazetted posts in the Sashastra Seema Bal (SSB), which guards India's borders with Nepal and Bhutan, the Union Home Ministry has admitted in response to an RTI query.

R.B.S. Negi, Deputy Secretary in the Home Ministry, while replying to a query by activist Nutan Thakur on the existing vacancies in the force, said 815 posts are lying vacant as against the sanctioned strength of 2,215 gazetted officers.

In the Indo-Tibetan Border Police (ITBP), guarding the India-China border, 573 posts (27 per cent) are vacant as against the sanctioned strength of 2,094 gazetted officers.


Among the six Central Para-Military Forces of SSB, ITBP, BSF, CISF, CRPF and Assam Rifles, of the total sanctioned posts of 17,967 gazetted officers, there is a vacancy for 2,892 gazetted officer posts (16 per cent). The position is best in the BSF where of 5,513 gazetted officers' posts, only five per cent (485) are vacant.


In contrast, the position of Subordinate Officers (SOs) and Constabulary is much better in the Central Para-Military Forces. Of the total sanctioned strength of 9,61,580 SOs and Constabulary, the vacancy is for 61,368 posts which is 6 per cent of the total strength.

The situation is worst again in the SSB, where of the total sanctioned strength of 96,643 SOs and Constabulary, 20,581 posts (21 per cent) are vacant. The situation is best in the CRPF where of the total sanctioned strength of 3,12,882 SOs and Constabulary, only 13,276 posts (4 per cent) are vacant.

Over 2,000 personnel of a “dying” paramilitary cadre will be “transferred” to the Intelligence Bureau (IB) to boost the on-ground presence of the agency on the eastern borders, where India is bolstering its defences by building roads and other military infrastructure.

A total of 2,765 posts of the civilian cadre of the Sashastra Seema Bal (SSB) will be shifted to the IB command over the next year. Of these posts, 2,039 are operational.

“The civil wing of the SSB should be transferred to the IB lock, stock and barrel, including land, physical infrastructure, equipment among others,” a government blueprint, accessed by PTI, said.

A top security official privy to the “ambitious” plan said a 300-page proposal for the transfer of the assets -- both manpower and infrastructure -- had been prepared at the SSB headquarters here and had been vetted by the home ministry and the office of the national security advisor (NSA) for final implementation.

He added that the manpower of the civil wing of the SSB, which is termed as “dying” as it does not have promotional and work avenues, would be deployed to bolster the IB’s presence in the eastern border areas, where these officials have worked for long.

The average age of the cadre, the official said, was above 50 years and the personnel had done a lot of work with the people living along the Nepal and Bhutan borders.

They not only helped them integrate with the mainstream, but also acted as the “eyes and ears” of the SSB, the designated lead intelligence agency on the two borders.

The cadre was first raised in 1963, in the aftermath of the Chinese aggression of the previous year, to work in the border areas and promote a sense of national belonging and pro-India feelings among the local population.

It worked under the external intelligence agency -- Research and Analysis Wing (RAW) -- till 2001, under the name Special Service Bureau.

The name of the force was changed to Sashastra Seema Bal in 2003, following the 1999 Kargil conflict. It was then tasked with guarding the Indo-Nepal and Indo-Bhutan borders on the country’s eastern flank.

“The transfer of the civilian SSB cadre will begin once the long-awaited cadre restructuring of the force is approved and implemented. All this will take about a year to take shape,” the official said.

The blueprint envisages that once these officials are transferred to the IB, they will be “utilised for different activities related to intelligence, keeping in view the expertise and proficiency of the incumbents”.

“These personnel have only been doing civic action work and publicity of government schemes in the far-flung border areas and anti-Naxal operation zones for close to two decades now.

“After the SSB was declared an armed force of the Union in 2001, they became a dying cadre as they were not uniformed personnel. Now, their experience and knowledge of the locals, languages and natural features of the border areas will be used to aid the hardcore intelligence work of the IB,” the official said.

He added that as per the blueprint, the cadre, after the proposed transfer, “will be treated at par with the IB employees” and some of them might even be retained post retirement considering their expertise and knowledge of the field areas.

The cadre, for the last over 50 years, has been working in insurgency-hit areas along the border and Naxal-hit states, undertaking civic welfare programmes such as teaching children in schools, conducting medical camps and organising vocational training courses.

The men and women of this cadre were seen as fast losing their sheen as they were not getting timely promotions and could not opt for combat posts as their physical fitness did not allow them to perform arduous tasks and their recruitment rules were different from those of the uniformed staffers.

The SSB, with a strength of about 70,000 personnel, has been guarding the 1,751-km Indo-Nepal border since 2001 and the 699-km Indo-Bhutan border since 2004.

It is deployed along the international border in the states of Uttarakhand, Uttar Pradesh, Bihar, West Bengal, Sikkim, Assam and Arunachal Pradesh, with many of its posts located close to the Sino-India border.

Shri Rajnath Singh to operationalise the New Intelligence Set-up of SSB on 18th September

The Union Home Minister Shri Rajnath Singh will operationalise the New Intelligence Set-up of Sashastra Seema Bal (SSB) at a function here on September 18, 2017. On the occasion, he will also launch the Welfare and Rehabilitation Board (WARB) App and distribute scholarship to the children of SSB martyrs.

The SSB has been mandated the responsibility of guarding the Indo-Nepal and Indo-Bhutan borders where there are no restrictions on the movement of people on either side. The border population on both sides has strong regional, cultural and economic ties. There is trans-border movement of criminals and anti-national elements which pose a major challenge on the border in the context of the visa free regime. Besides, SSB has also been declared as the Lead Intelligence Agency (LIA) for both the Indo-Nepal and Indo-Bhutan borders. Thus, it was felt that a well knit intelligence network of the highest capabilities that can function and deliver would be the prime requirement of comprehensive border management. This was quite essential as the operations of SSB have to be intelligence based so as to prevent criminals and smugglers from taking advantage of the friendly borders with Nepal and Bhutan. MHA has accordingly sanctioned 650 posts in various ranks from Battalion to Frontier Headquarter.

The Mobile App named “WARB” is available on Google Play store and is user friendly. It contains various useful features to facilitate retired CAPFs and Assam Rifles personnel to get their genuine grievances redressed, seek skill development training through National Skill Development Corporation under “Pradhan Mantri Kaushal Vikas Yojna, re-employment and other relevant and important information. This mobile App shall also help retired personnel to have better coordination with WARB and its field formation at states/UTs and district level.

It’s a matter of great pride that 43 Officers and personnel of SSB have sacrificed their lives for national security. In this year only in Chirang district of Assam Shri Amal Sarkar in an encounter with NDFB militants not only killed one militant but also sacrificed his life. SSB’s Women Welfare Association “SANDIKSHA” has taken up the task to help out children of such martyrs. SSB’s Women Welfare Association is providing financial help to children of martyrs who are still studying in school, colleges and universities to continue their studies.

Union Home Minister Shri Rajnath Singh operationalised the New Intelligence Set-up of the Sashastra Seema Bal (SSB) at a function here today. This marked the culmination of a long pending aspiration of the Force following approval of the Union Home Minister.

SSB has been declared as the Lead Intelligence Agency (LIA) for both the Indo-Nepal and Indo-Bhutan borders. Thus, it was felt that a well knit intelligence network of the highest capabilities that can function and deliver would be the prime requirement of comprehensive Border Management. This was quite essential as the operations of SSB have to be Intelligence based so as to prevent criminals and smugglers from taking advantage of the friendly borders with Nepal and Bhutan. MHA has accordingly sanctioned 650 posts in various ranks from Battalion to Frontier Headquarters.

Speaking on the occasion, Shri Rajnath Singh said the job of SSB is much more demanding and challenging since it is vested the responsibility of guarding open borders unlike other borders. This makes the task much more challenging and demands highest alertness to check illegal activities like smuggling of arms, Fake Indian Currency Notes (FICN), drugs and human-trafficking.

Commending the leadership shown by Smt. Archana Ramasundaram, who is the first woman to head any CAPF, the Union Home Minister said she has proved her mettle by leading a paramilitary force with exemplary skills. Shri Rajnath Singh cautioned the Forces’ personnel to keep a tab on rumour-mongering over the social media. Assuring the Government’s concern about the welfare of the CAPF personnel and their families, the Union Home Minister said he has taken steps to ensure a martyr’s family gets atleast Rs. 1 crore compensation. He urged the CAPF Officers each to adopt a CAPF martyr’s family.

On the occasion, the Union Home Minister launched the Welfare and Rehabilitation Board (WARB) Mobile App for CAPF personnel. The App is available on Google Play store and is user friendly. It contains various useful features to facilitate retired CAPFs and Assam Rifles personnel to get their genuine grievances redressed, seek skill development training through National Skill Development Corporation under “Pradhan Mantri Kaushal Vikas Yojana, re-employment and other relevant and important information. This mobile App shall also help retired personnel to have better co-ordination with WARB and its field formation at states/UTs and district level.

Later Shri Rajnath Singh released the book “Pride of India”, a compilation on SSB martyrs and awardees. He also distributed scholarships to children of SSB martyrs.

Till date 43 Officers and personnel of SSB have sacrificed their lives for national security. This year Shri Amal Sarkar made the supreme sacrifice after gunning down one militant in an encounter with NDFB militants in Chirang district of Assam.

SSB Wives’ Welfare Association “SANDIKSHA” has taken up the task to help out wards of such martyrs under the ‘Sanrakshan’ scheme. “SANDIKSHA” is providing financial help to children of martyrs who are still studying in school, colleges and universities to continue their studies.

In his address MoS (Home) Shri Hansarj Gangaram Ahir said the Prime Minister Shri Narendra Modi has laid emphasis on Police Modernization and the Government is committed to carry it forward.

Welcoming the new Intelligence Wing of the SSB, Director, Intelligence Bureau, Shri Rajiv Jain said it will act like a force multiplier. Directors-General of CAPFs were present on the occasion.

Director General, SSB, Smt. Archana Ramasundaram said that the Force’s Operations are mostly based on Intelligence hence the new Intelligence set-up will help effective guarding of India’s open borders with Nepal and Bhutan. The Force has undertaken Modernization programme and the SSB has acquired two UAVs while the MHA has approved three Bomb Detection and Disposal squads for the SSB, she added.

Appointment of DG, NIA and DG, SSB

The Appointments Committee of the Cabinet has approved the following:

1. Appointment of Shri Y. C. Modi, IPS (AM:84), Additional Director, CBI as Director General, National Investigation Agency (NIA) for a period upto the date of his superannuation i.e. 31.05.2021, from the date of assumption of charge of the post or until further orders, whichever is earlier vice Shri Sharad Kunnar, IPS (HY: 79) (Retd.) on completion of his tenure on 30.10.2017.

The ACC has also approved the appointment of Shri Y. C. Modi as OSD in NIA with immediate effect, to ensure smooth takeover of responsibilities in NIA.

2. Appointment of Shri Rajni Kant Misra, IPS (UP:84), Additional DG, BSF as Director General, Sashastra Seema Bal (SSB) for a period upto the date of his superannuation i.e. 31.08.2019, from the date of assumption of charge of the post or until further orders, whichever is earlier vice Smt. Archana Ramasundram, IPS (TN:80) on completion of her tenure on 30.09.2017.

A jawan of the Sashastra Seema Bal (SSB) was on Wednesday killed and another injured in suspicious firing at a camp of the paramilitary force in Ramban district of Jammu and Kashmir, police said.

It is being verified whether it was a terror attack or a case of fratricide, SSP (Ramban) Mohan Lal told PTI.

“There was firing under suspicious circumstances in an SSB camp in Banihal belt of Ramban district in the evening,” he said.

He said one security man was killed and another injured in the firing.

SSB is deployed in the area for protection of a construction company involved in setting up of rail tunnel.

NEW DELHI: The home ministry is set to create an intelligence wing for the Sashastra Seema Bal that guards India's borders with Bhutan and Nepal. Training for officials who would be part of the wing will begin soon. Officials will be trained in various kinds of intelligence gathering, a senior official said. The Centre had recently approved creation of 650 combat posts for intelligence to boost SSB's efficiency.

This wing will check for suspicious movement on the borders and help curb anti-national activities, senior officials said. There are no restrictions on movement of people on either side of the Indo-Nepal or Indo-Bhutan borders. Earlier, SSB had sent a proposal to MHA for installing an intelligence set-up to strengthen its operational mandate and for internal security in J&K and anti-Maoist duties.
 
Again, just because htey guard Nepal and Bhutan borders doesn't mean they shouldn't carry modern weapons and better protection. SSB also needs a major overhaul.

Shri R. K. Mishra takes over as DG, SSB

Shri Rajni Kant Mishra took over as Director General, Sashastra Seema Bal (SSB) succeeding Smt. Archana Ramasundaram here today. He is a U.P. Cadre Police Officer of 1984 Batch. He is a Post Graduate in Science. He has served in different capacities in the state of Uttar Pradesh.

Shri Mishra joined CBI in the year 2002 and worked there as DIG & IG till 2009. He joined Border Security Force (BSF) in June, 2013 and worked as IG/ADG BSF, Frontier Headquarters, Tripura and South Bengal. Before taking over the charge of DG, SSB, he was working as ADG, BSF Headquarters.

Shri R. K. Mishra is a recipient of Police Medal in 2003 and Prestigious President Police Medal in 2009.

DG Shri R. K. Sharma addresses annual press conference of SSB

The Director General, Sashastra Seema Bal (SSB) Shri Rajni Kant Mishra addressed the annual press conference at its 25th Battalion, Ghitorni Campus, here today.

During the press conference, the achievements of SSB during the year 2017 were highlighted:


· In order to augment the operational efficiency of SSB, 650 combatised posts for Intelligence set-up for the Force have been created and operationalized, including 07 posts of DIGs which will further strengthen its border management duties particularly on open and porous international borders.

· In its consistent endeavor to modernize and upgrade the operational capabilities of the SSB, technologically advanced Force multipliers like UAV, Explosive & Narcotics Detectors & Laser Fencing System have been introduced. Fresh authorization from MHA for 9,917 Assault Rifles, 22 Automatic Grenade Launcher, 324 UBGL & 14 MGL were received and they will be procured by March, 2018. Addition of 07 Nos of Mine Protected Vehicles, 15 Light Armed Troop Carriers and 12 Bullet Proof Vehicles will ensure safe movement of SSB troops in insurgency and Naxal infested areas.

· 18 Rescue & Relief Teams have been operationalized at all Sector Headquarters with better training and equipments to enhance the capabilities of the Force as first responder in case of any disasters.

· To meet the main challenge for Forces deployed in LWE (Left Wing Extremism) areas, North-Eastern states or in J&K, the existing Bomb Detection and Disposal Squads (BDDS) have been doubled to 06 by raising 03 additional BDDS teams.

· 04 Battalions are also in the process for raising and they will be operationised by 31st December, 2017, taking the tally of battalions to 73, thus achieving full authorization. This includes two Bns. on deputation to NDRF.

· Border Out Posts is the most important and smallest unit of any Border Guarding Force. SSB has established 08 new Border Out Posts (INB-04 & IBB-04) under Frontier Ranikhet, Siliguri, Guwahati and Tezpur. This has increased the total number of BOPs from 627 in January, 2017 to 635 in Nov, 2017. These new BOPs will strengthen our security arrangements on the borders.

· In an open and porous border, Integrated Check Posts have immense importance for smooth movement of humans and materials. Out of 4 authorized Integrated Check Posts (ICPs), 2 ICPs commenced functioning at Raxaul and Jogbani, both are in Bihar.

· SSB took the initiative and became First CAPF to enter into “MoU” with National Skill Development Corporation. SSB has also launched three months long fresh Skill Development Training programme at SSB Recruit Training Centre Gorakhpur on 9th July, 2017.

· Year 2017 saw unprecedented action against trans-border offences and trafficking in Narcotics, Wildlife, Forest Items, FICN etc. More than Rupees 600 crores of seizure have been carried out by SSB in the year 2017 showing remarkable increase by 129% over the seizure value of the year 2016 and compared to 4780 apprehended offenders in 2016, 7233 offenders were arrested in 2017.

· SSB was successful in ensuring surrender of 44 Naxals and apprehension of 178 Naxals /Maoists and linkmen. Besides this, SSB also seized 63 weapons, 425 ammunition and 261 kgs of explosives from the possession of apprehended Naxals. Apart from these, SSB also seized 2 grenades, 10 improvised bombs and recovered and destroyed 95 IED’s. Besides, 97 detonators and 41 kgs Ammonia Nitrate powder were also seized.

· During the year 2016, SSB rescued 533 victims and arrested 160 traffickers in 87 cases of Human Trafficking along INB and IBB whereas in 2017 till now SSB rescued 605 victims and apprehended 151 Human Traffickers in 151 cases of Human Trafficking. SSB Battalions deployed in Naxal affected areas under Sector Headquarters, Gaya of Frontier Headquarters, Patna have successfully destroyed the poppy cultivation in 194.95 acres of land.

· The promotion of nearly 6000 officers and personnel in various ranks have been effected, this includes the up-gradation of 4,095 Constables to the rank of Head Constables. The Cadre review of various categories which was overdue leading to discontentment has recently been addressed in respect of Group ‘A’ officers (Combatised and Group A, B, C of Non-combatised cadre).

· SSB has been the pioneer and first among all CAPFs to introduce “MYSSB” Mobile App for the welfare & administrative convenience of serving personnel. This App includes details and information about salary, GPF, service particulars, grievance redressal mechanism, transfer application and deputation. 52,768 SSB personnel have downloaded the application for their use.

New Delhi, December 20 Laser fencing will be installed along India’s open borders with Nepal and Bhutan to curb infiltration and smuggling of FICN and drugs, said Sashastra Seema Bal (SSB) Director General Rajni Kant Mishra. The force today celebrated its 54th Raising Day and 15 Nepalese Armed Police Force officers witnessed the parade.

The DG said the force was running two laser fencing pilot projects. It has established and operationalised 635 border outposts along the Indo-Nepal and Indo-Bhutan borders to fulfil its mandated duties of securing the people living in border areas and to prevent trans-border crimes.

He said five battalions were deployed for counter-insurgency in J&K, seven in Naxal-hit areas in Bihar, Jharkhand and Chhattisgarh and two in Assam for counter-insurgency operations and law and order duties. In J&K, the existing Bomb Detection and Disposal Squads have been doubled to six by raising three additional BDDS teams, he said.

However, the DG denied any type of Chinese influence on the Indo-Bhutan border, but added that the SSB had increased force deployment along the Indo-Bhutan border on the Sikkim front.
