So these plots that are allocated? Do people have to pay for them or are they given for free? It sounds like you have to buy one? Are they sought after because they are cheaper than market value?

Haha. Kindly find me a buyer "today" for the above mentioned prices. I assure you if you find me buyers, i can arrange plots of lot of govt. servants who would be willing to sell at the your prices! You may keep some commission as well. Deal?
G14, people have possession, its developed with all utilities is not even 40 million !

Under contentious policy: 400 bureaucrats get extra plots worth Rs25 bn in capital



ISLAMABAD: Nearly 400 top civil servants got an extra prime government plot each, collectively worth Rs25 billion in the heart of the federal capital in the past 15 years.

These extra plush plots were allotted to some senior civil servants (BS-22) under a ‘Contentious’ policy, approved by the previous governments, according to official details exclusively obtained by this correspondent on Friday.
The market value of these plots, measuring 500 square yards each, was around Rs25 billion, while these officers including judges, federal secretaries, director generals, heads of different autonomous bodies, senior civil servants, only paid Rs1.6 billion collectively to acquire the extra government plots.

Out of those civil servants, of whom almost 80% had already been superannuated, had received an additional piece of land (1 kanal) each under the 'contentious' scheme, which had been either suspended, stopped or scrapped from time to time in previous regimes of Pakistan Muslim League (Quaid), Pakistan People’s Party and Pakistan Muslim League (Nawaz) since 2006.

“In view of the current government’s policy of introducing incentives for senior civil servants, the government should review its policy of providing an additional plot to officers of BS-22,” wrote Younis Dhaga, the then secretary in-charge for Housing and Works, in a special summary, sent to then Prime Minister Nawaz Sharif on July 10, 2014.

But the then PM, in May 2015, revived policy for one extra plot for BS-22 officers, suspending his own directions to stop that perquisite, official record showed.

Close to three dozen senior most civil servants, many of them retired now, collectively got more than four plots each from the Police Foundation, Capital Development Authority and the Federal Government Employees Housing Foundation (FGEHF) during that period, revealed the record.

More than 34 officers (BS-22), all of them retired, could not get this extra one-kanal plot under that scheme and some of them went to the court, challenging true spirit of the scheme which was questioned by the federal cabinet in 2014 and then by Islamabad High Court Chief Justice Athar Minallah and Supreme Court's judge Justice Qazi Faez Isa last year.

Those most expensive extra plots were given to civil servants in sectors E-7, E-11, G-11, D-12, F-14, F-15 and other sectors of Islamabad, showed the official record. The Public Accounts Committee, a highest accountability forum of the elected representatives, has termed it a controversial policy and recommended abolition of the allocation of plots to judges, generals, bureaucrats, journalists and others at throwaway prices.

Over 40 superior courts judges,
including four former chief justices, five DGs of FIA, six principal secretaries, 17 chief secretaries of provinces, 16 interior secretaries, 11 establishment secretaries, 18 cabinet secretaries, 10 chairmen of FBR, 17 inspectors general of police, 11 CDA chairmen, four Supreme Court registrars, seven secretaries to the president and many other secretaries got one extra plot each in Islamabad during that period. Wives of around a dozen senior civil servants (BS-22), who were also senior officers, got one extra plot each in these sectors during that period accordingly.

In the latest bid (allotment occurred recently), more than two dozen secretaries got one extra choice piece of land in sector F-14 and F-15 by paying a nominal price of Rs5 million to Rs7 million each for those plots which have a market value of between Rs40 million to Rs60 million each, depending upon their location.
Official documents revealed that the law ministry, in its findings, termed allotment of plots to government officials and others illegal in 2013. In its summary to the FGEHF, the ministry recommended that the practice of blue-eyed officers must be banished and buried forever.

The difference between the market value of the plot and the concessional value determined for allotment is a taxable perquisite but none of the civil servants offered that value for taxing. So that apparently unlawfully becomes a tax-free prerequisite due to FBR’s failure to enforce tax laws upon the bureaucrats, a senior tax official said.

If the plots were that cheap than why your father was not able to get a plot in this sector with his retirement benefits.

What budget we had, what expenditures we had, what limitations and priorities we had, none of your business. The fact was/is after 45 years of him joining civil services we still aint got no plot from Gov.!

4> IF you had 40-60 million would you invest somewhere where development is not in sight and legal battles are plenty. why wont you buy a corner 1.2 kanal plot in g-14 in the same price today? BE REALISTIC.

5> Be mad against those who get multiple benefits. grade 22 getting 2 plots each, judges allotting plots to themselves etc but its not a gold mine. We invested 3 million 2.5 years ago, had we invested that money in bahria etc what the worth would be of that 3 million?

6> the point why does the govt even need to give its employees plots! The govt. cant match private sector in salaries. The govt. is already burdened with salaries and pensions. The govt does have abundant land (not abundant money) which it uses as an incentive to govt. servants. If govt. doesn't give side benefits, doesn't match private sector salaries, do you think any honest person would dream of coming to a govt. job until and unless he has abundant family wealth or he is looking to make corruption money?

And till you bring me a buyer of 40-60 million, kindly shut up and live in your lala land. Don't speak on matters you don't understand!

You missed the point. You want to gather the sympathy its your choice. This is not specifically about your family. I was quoting a news article published same day in The News. There is no provision in job contract that public will pay for a plot of civil servants, why they demanding this from public while they are being paid hefty salary during service and retirement benefits?? This is the real question.

What is the purpose of FGEHAuthority? Why is that institution if not to provide housing to federal govt. employees! Do you think people join govt. jobs without knowing the perks and benefits? does anyone join army not knowing that one would be eligible to apply for housing in askari and dha?

I asked you in my previous post, can all benefits be sidelined and monetized instead? does the govt have enough money to monetize? and if you wont monetize the perks and benefits, is the govt. salary competitive enough as compared to private sector? if you wont be able to offer monetary or side benefits you would promote further corruption and less competent people would apply for govt. jobs.

What in your opinion and via your extreme grip on economics, should be the salaries of govt employees? Lets say grade 20, grade 21 and grade 22?

FGEHA was established initially for provision of Government owned office accommodation and residential accommodation, policy for acquisition, requisitioning and hiring of office and residential accommodation for officers and staff of the Federal Government , in 1989 its scope was widened and it started providing houses and plots to government on Ownership Basis, till 2014 they were providing most plots from government land but after that as the number of claimants increased so Federal Government Employees Housing Foundation (FGEHF) started obtaining private land for said purpose. Here was major conflict as FGEHA wanted to obtain the private land on nominal prices but tenant were not willing to handover their land at this price so this government turned Federal Government Employees Housing Foundation (FGEHF) into an authority through an ordinance, Federal Government Employees Housing Foundation (FGEHF) had no authority to acquire land under the Land Acquisition Act 1894. Why tenants should deprive of their land to provide housing to government employees??

People join the government jobs or Army for social status too. I may would have be earning more than Major in PA or 18 grade lecturer in my family and my company may would have been offering a bigger car or utility bills or better medical insurance or paying more taxes but I may would not been enjoying that social status of a government officer.

Why on earth are these people getting plots? Even a rich country like the UK does not allocate land to any Government employee yet we have a Poor country giving away land at discount rates. Why not just sell it to the highest bidder like everywhere else??
