ya, after TPP, viets could import those components from US.When the TPP come into force, VietNam will no longer depend on components imported from China.
Currently under international law, the UNCLOS that both VietNam and China are both signatories to, the territory that VietNam is drilling it's oil is not regarded as stolen territory.
If China want UNCLOS to recognise it as stolen Chinese territory, China must first file a dispute to the UNCLOS and win it's case.

No. Under UNCLOS law, if there is a disagreement, a third party panel will make the interpretation and issue their final judgment.

No, we will import components and other stuffs only based on price, quality and availbability. today, China is the best source and will remain even after we join TPP, I guess. things are not directly related together.
