On seconds thoughts I'd rather he go to an American prison. If he was deported to India, he could do more of this and get away with it much easier.
Police there are much too overburdened and short on resources, including staff. Better for him to face long-term parole or even prison.
They can confiscate his car if he's not got enough to pay his fines. Fair deal.
