Countries buy weapons and sell others. It's not like there are a few countries on Earth waiting to sell to the rest of the "weaponless" world.

As for the Russians they have fought French navel equipment, Israeli drones, Australian firearms, Canadian defense computing tools. So why should this be a surprise?
