American troops stationed on European and Japanese soil (ostensibly for their own protection) is nevertheless still a form of both economic and diplomatic coercion. How many times have Japan and various European countries been forced to act against their own interests by the US? Just off the top of my head, Japan signing the Plaza Accords was a huge contributor to its "lost decade."

So even if certain European nations or Japan wanted to act independently, the US hammer would quickly fall and quash any notions of true sovereignty if those actions were even slightly against US interests.

While I agree with you that Japan and the European Union have made it known , through legislative acts and judicial proceedings, that it does not always agree with American vantage point, the issue we have to understand is the economic interdependency of these two entities with that of the United States. Secondarily, tho a lot of individuals in this forum have attributed Japan's Lost Decade to the signing of the Plaza Accord, financial analysts and international economists credit Japan's lost decade was caused by the homogenisation of investment decisions.
