Russia plays zero to no point in the european history and has absolute zero impact on the creation of europe. How many hellenic leaders were russian? zero. How many roman emperors came from russia? zero. What part does russia play in the time of the holy empire? zero. In the crusades? zero. In the renaissance? Zero.
Russia is not and never was part of the EU. As this it can never be part of Europe. A leader must be something you look up too. A leader can never be someone you look down on.
To give you a conclusion, russia tried to rule at least over eastern europe and failed miserable. People looked down on russia so much, that they celebrate the SS as their liberators till today in the baltic states.
Then there is the economic discrepancy. The EU is the economic giant of the world. Its marketpower is greater than any other block on earth. Russia on the other side is an economic dwarf. Its economy is smaller than california. Russia has Moscow and St. Petersburg...the EU has Rome, Berlin, London, Paris, Barcelona and other hot spots that attract the entire world
Then you have the difference of religion. Europe is mostly roman catholic. Russia is russian-orthodox. That rift alone would made a merger impossible.
Your proposal fails on so many levels that you should see how laughable it is. Also from the russian side.
There is nothing people would identify with or be loyal with. To create empires you need a unifieing force. Something the people believe in and be loyal with.
Yeah the EU is economic powerhouse, but it is declining.
The economic center of gravity is shifting towards the East (China, India etc)
