What is the 'Service Sector'
The service sector produces intangible goods, more precisely services instead of goods, and according to the U.S. Census Bureau, it is comprised of various service industries including warehousing and truck transportation services; information sector services; commodities, securities and other investment services; professional, technical and scientific services; waste management services; health care and social assistance services; and arts, entertainment and recreation services. Countries with economies centered around the service sector are considered more advanced than industrial or agricultural economies.

Its not money but just military equipment. Israel would survive with 18% less jets, believe me and saved money could be used for Israeli industries.
That 3.8 billion saves Israel over 3.8 billion each year. It’s the equivalence of the US giving Russia 15 billion yearly and again the the US and Germany have also provided economic aid and basically payed for Israeli defense programs.
German submarine with so called 1/3 "discount" still costs to Israel more than 440 mln $ per submarine (Russia sells submarines for 300 mln $). Plus these subs are not critical for Israel at all.
The first 2 Dolphins submarines were given to Israel for zero cost, Germany covered 50% of the cost for the 3rd Dolphins. Then 2 more Dolphins were acquired at a 1/3 discount with Germany picking up the tab again.

Russia also doesn’t sell anything for 300 million, they sold package of submarines to Vietnam (packags are cheaper) at 350 million each back in 2009. Eventually the deal was worth 3.2 billion for 6 submarines which included training and infustructe. Some individual Russian submarines cost over 1 billion each.
