Russians still dominate the world export market of arms after USA and many countries who have decades of Russian-made military infrastructure just won't be willing to change overnight to a new supplier until Russia sanctions them or something--which it won't.

Russian industry maybe smaller in size overall to China but their R&D is still next to only US. With a growing economy and a Europe in recession, things are only working in Russia's favor as it is right now the country to maximum benefit from arms sales in a booming Asia and increase its industrial clout among old clients and new upcoming states. ASEAN, AU and other such groupings are strong markets for Russian tech which may be military or dual purpose.

China can compete at production level of consumable technology but it will still take quite sometime for them to reach Russia's level. Chinese are working hard no doubt.
