Buying six submarines from the merchants of Leningrad for 2 billion dollars plus trainings, maintenance and operations can add up quite a number. Can Vietnam afford it, given this is not the only procurement you need. It is also rather expansive for toys that draw negative deterrent values.

The number is about 3.2 billion USD including a submarine base at Cam Ranh Bay....
Perhaps the base not only for six Kilo 636 submarines ...

A total waste of money.
Vietnam's strength has never been in conventional/technological style of warfare. The costs of purchase is high as it is but as Fanlong Monk pointed out, maintenance and parts will be an exorbitant and ongoing cost. There are far better ways of spending $2 billion scrounged up from the labor and sweat of the Vietnamese people.

It is necessary for the protection of EEZs and the islands of Vietnam.

It also is one of cooperations between Vietnam and Russia. It also helps protect the oilfields joint venture between the two countries in the East Sea.

Like the missile production cooperations, the submarine the next ordering will including the transfer of technology and manufacturing in Vietnam.

It is like China was buying Russian submarines some decades ago....

Russia is only one of its kind in selling arms , the others are just away from Russia by the word "TRUST"

Good! When our tanks roll into Vietnam, we can take these submarines too.

Viets don't even know how their dirty government is cheating them for corruption.
