MOSCOW (AP) — Russia will perceive any ballistic missile launched at its territory as a nuclear attack that warrants a nuclear retaliation, the military warned in an article published Friday.

The harsh warning in the official military newspaper Krasnaya Zvezda (Red Star) is directed at the United States, which has worked to develop long-range non-nuclear weapons.

The article follows the publication in June of Russia’s nuclear deterrent policy that envisages the use of atomic weapons in response to what could be a conventional strike targeting the nation’s critical government and military infrastructure.

In the Krasnaya Zvezda article, senior officers of the Russian military's General Staff, Maj.-Gen. Andrei Sterlin and Col. Alexander Khryapin, noted that there will be no way to determine if an incoming ballistic missile is fitted with a nuclear or a conventional warhead, and so the military will see it as a nuclear attack.


“Any attacking missile will be perceived as carrying a nuclear warhead,” the article said. “The information about the missile launch will be automatically relayed to the Russian military-political leadership, which will determine the scope of retaliatory action by nuclear forces depending on the evolving situation.”

The argument reflects Russia's longtime concerns about the development of weapons that could give Washington the capability to knock out key military assets and government facilities without resorting to atomic weapons.

In line with Russian military doctrine, the new nuclear deterrent policy reaffirmed that the country could use nuclear weapons in response to a nuclear attack or an aggression involving conventional weapons that “threatens the very existence of the state.”

The policy document offered a detailed description of situations that could trigger the use of nuclear weapons, including the use of nuclear weapons or other weapons of mass destruction against Russia or its allies.

In addition to that, the document states for the first time that Russia could use its nuclear arsenal if it receives “reliable information” about the launch of ballistic missiles targeting its territory or its allies and also in the case of ”enemy impact on critically important government or military facilities of the Russian Federation, the incapacitation of which could result in the failure of retaliatory action of nuclear forces."

U.S.-Russia relations are at post-Cold War lows over the Ukrainian crisis, the accusations of Russian meddling in the U.S. 2016 presidential election and other differences.

Russian officials have cast the U.S.-led missile defense program and its plans to put weapons in orbit as a top threat, arguing that the new capability could tempt Washington to strike Russia with impunity in the hope of fending off a retaliatory strike.

The Krasnaya Zvezda article emphasized that the publication of the new nuclear deterrent policy was intended to unambiguously explain what Russia sees as aggression.

“Russia has designated the ‘red lines’ that we don’t advise anyone to cross,” it said. “If a potential adversary dares to do that, the answer will undoubtedly be devastating. The specifics of retaliatory action, such as where, when and how much will be determined by Russia’s military-political leadership depending on the situation.”

that's a nice warning and all that, but i doubt the US has developed long range non-nuclear missiles to "deal with Russia"..
it's more likely that they developed these to deal with other enemies, without having to send in their aircrafts, which is always a hassle.

This is the thing i said so many times on pdf .U can't determine whether incoming missile is nuclear or convential .in case of indo pak war , both countries wont be able to use crusie missiles , ballistic missiles for purpose conventional , only be used when its nuclear .
During last stand off btw india and pakistan on 27 feb , india selected 6 military target in Pakistan for cruise missile attack , pakistan warned india that any incoming missile wld be considered as nuclear and wld result in retaliatry nuclear attack .pakistan in response selected 18 indian targets for nuclear attack . This led to escalation upto nuclear codes exchange . This was the time when uncle Sam jumped in to calm down the situation .

Ballistic Missile launches light up SBIRS and OKO/EKS like a Christmas tree. If we ever reach the point where US/Russia have to determine what the incoming ICBMs are having for a warhead then...we are really overthinking this..XD

after mocking Iranian missiles' supposed lack of accuracy for decades...

The US is seems to have had a change of heart and is investing heavily in conventional ground to ground tactical missiles... copying effective Iranian tactics.

this is naturally a huge threat to the Russians. American puppets are alot closer to Russia then vice versa. US building up a formidabble conventional missile capability facing Russia, combined with large missile defence facilities in europe would erode Russias strategic second strike capabilities.

and give the US an advantage. the Russian counter is this. Any missile fired at us will result in nuclear war. There was a very specific reason why both nations agreed to not build a conventional missile arsenal. and it was to avoid this huge potetnial hazard of accidental nuclear war, and tension.

For the 5 major power, no one will fit precious H-nuke warhead on a low capabilities ballistic missile with less than 3000km-4000km range. These ballistic missile flies slower than real ICBM and their payload is limited.

If your country is advance enough with space early warning system. Its easy to id conventional ballistic missile compare to real nuke warhead ICBM.

For the 5 major power, no one will fit precious H-nuke warhead on a low capabilities ballistic missile with less than 3000km-4000km range. These ballistic missile flies slower than real ICBM and their payload is limited.

If your country is advance enough with space early warning system. Its easy to id conventional ballistic missile compare to real nuke warhead ICBM.

i'll factor this comment of yours into all of my future reasoning, and it's likely to grow my support for letting nations like North Korea and Iran arm themselves with nuclear capabilities (civilian and military applications there-of)..

China is pioneer in using ballistic missile for precision strike , including moving targets like warship.

Now Iran, Russia and US are all going this direction. I remember joining a forum talking about ballistic missile precision strike (less than 50m) more than 10 years ago, people were laughing and claim ballistic missile besides as nuclear delivery weapon, they are just striking fear into enemy without much effect due to the Gulf war 1 experience.

Nobody in this forum would really know what was being planned by India after Feb. 27, 2019 events. Based on the Mumbai act of terrorism in 2008 logic, when India asked the big powers (US/China/Russia??) to allow a token strike inside Pakistan to calm down the war fury in India after the Mumbai attack. Something like that was probably again proposed after Pakistan humiliated India on Feb. 27. Modi is not Manmohan Singh. Modi had to act very tough. IMO, he was asking the big powers to allow a strike inside Pakistan after Feb. 27. A real or a dud one, I don't know. But that was, as was in 2008, rejected by Pakistan, with a sound warning that Pakistan would launch 3 missile into India for every Indian missile. But no nukes. And I strongly believe that China had really, really monitored every Indian move through satellites and the Chinese espionage to disclose the Indian plans.

No nukes were ever involved in 2008 or 2019. When India and Pakistan are ready to nuke each other then you are likely to see the Western citizens leaving the region in a huge rush.
