when you talk in context of international relation , you must look at the definition in the international laws and contracts . not Webster Dictionary.
ICJ definition is not international law , its definition maybe applied to the country that recognize it as there is international contracts that bind them to its ruling but the majority of the countries in the world don't recognize its authority so the definition used by it is not applicable for the majority of the world.

Europe has much demilitarized thus can’t give much, least best weapons to Ukraine because Europe needs for self defense. Even basic things as tanks or artillery. Germany needs 2 years to restock leopards 2 panzers which are given to Ukraine. Only the US has the reserves.
