The Russian Federation hasn't done much since the collapse of USSR excepting upgrading their ICBMs and build few SSBNs.

All those new aircraft, ships, avionics, engines, armored vehicles, air defense systems, ect, ect are all elusions? And ironically Russia continues to sell billions of dollars in arms each year, so can we assume everyone is simply purchasing 20-30 year old weapons?

It is hard to believe that they can meet the target by 2015 for PAK FA as they are struggling so many years to put their Su-35 into service.

It is hard to believe that you are so ill informed, the original SU-35's were mere upgraded Flankers that Russia never purchased because of the financial situation, the new SU-35BM/S is a totally different program and it began in the mid 2000's, with production aircraft already coming off of the assembly line.

And how many space launches has China conducted? Russia has close to 3,000 launches i doubt China even has 300. Double to tripple the number of attempted launches means you will have more failures and here is a stat for you:

The most reliable space vehicles are from the USSR/Russia, in fact the Tsiklon-2 is the most reliable rocket ever created with 92 consecutive successful launches. That is a 98.1% success rate.

And still NASA and the ISS countries still use Russian rockets, in fact NASA purchased rocket engines from Russia.

Rocket research boosts China's lunar mission

BEIJING - Scientists have finished preliminary research into a heavy-thrust carrier rocket that could help China send men to the moon and fly to deep space in the future, said Liang Xiaohong, vice-president of the China Academy of Launch Vehicle Technology.

"If approved (by the government), the heavy-thrust carrier rocket will be able to meet the demands of any proposed Chinese mission in space," said Liang, who is also a member of the National Committee of the 11th Chinese People's Political Consultative Conference.

After about two years of research and argument, scientists agreed that China's future heavy-lift carrier rocket should have a lift-off thrust of 3,000 metric tons and be able to send a payload of 100 metric tons into the low-Earth orbit. Liang declined to give more details.

The behemoth launcher will be much more powerful than China's current largest launcher, Long March 5, which is designed with a lift-off thrust of 1,000 metric tons that enables it to send a maximum payload of 25 metric tons to the low-Earth orbit and a payload of 10 tons to the higher geo-stationary orbit.
