Depends on your definition of "allow." They don't have much of a say in the matter. All they can do is restrict what they provide even more than they already have, in protest. Besides having a secondary source in times on need, maybe that's why Egypt is buying more Russian equipment and trying to acquire ToT with certain production lines, so the west can ease some of the restrictions and perform long overdue upgrades. The F-16s can use better air to air missiles, the Abrams can use the M1A2 upgrade in armor, ATGMs & electronics and the Apaches need the Long Bow radar.
