I don't like russian technologies but welcome we are in first steps so why not we must learn from anyone

Very good opportunity for Russia.
And for Saudi Arabia alike..
KSA has developed the SMART reactor with SK and trained its Engineers on Design of Nuclear reactors.. so this is another step forward .. just bigger this time..and acquiring different nuclear technologies..

I doubt Russia will export this to Sandi Arab:

Fast neutron reactor has far more military usage than economic ones, from a military point of view, they can covert the most useless and most common Uranium, U-238, into the most useful material to build a nuclear bomb: Pu-239.

The main purpose of FNR is to generating Pu-239 (but whether you can get the Pu-239 generated with sufficient purity is another question), electricity generation is just a by-product.

What is known now is that Russia is moving forward mostly in the FNR technology in this category..

Russia makes progress with fast reactor upgrade

In addition to the BN-600 reactor, there is the 789 MWe BN-800 fast neutron reactor - constructed as Beloyarsk unit 4 - that entered commercial operation in October 2016. This is a demonstration unit for fuel and design features for the larger BN-1200 being developed by OKBM Afrikantov.

Well, Building a nuclear power plant is not the same as transferring technology, Russians are building numerous such power plants around the world.
Yes that is true somehow..

The article says they will develop 600 MWe Nuclear Reactors together..with TOT from Russia..It means a JV where KSA will have the technology to build 600 MWe nuclear reactors with Russia in Saudi Arabia.. The same deal as for the 100 MWe SMART reactor with South Korea..

Cost for building these reactors should be half the cost of the 1200 MWe ones..
Technology per se is priceless as it is worthy to invest in it..
