MOSCOW, June 22 (RIA Novosti) Moscow made a new attempt to dodge a $4-billion lawsuit from Tehran over a failed deal to supply S-300 missile systems by offering another type of air defense system to Iran, Kommersant daily said Saturday.

The new offer on the table is Antei-2500, aka S-300VM, or SA-23 Gladiator in NATO nomenclature, the newspaper said, citing unnamed sources in the Russian arms trade industry. The missile defense system can simultaneously destroy up to 24 aircraft within the range a range of 200 kilometers or intercept up to 16 ballistic missiles.
The deal can be formalized during the visit of outgoing Iranian President Mahmoud Ahmadinejad to Moscow on July 1, an unnamed Iranian diplomat told Kommersant.

Iran was initially interested in the S-300 missile complexes, signing in 2007 a contract worth $800 million for five missile defense systems of this make.

But the deal was scrapped in 2010 by then-Russian President Dmitry Medvedev, who was unilaterally expanding on sanctions against Iran imposed by the UN Security Council.

Iran filed a $4-billion lawsuit against Russia in the international arbitration court in Geneva, which is currently pending review.

Moscow has struggled to have the lawsuit dropped, including by offering the Tor anti-aircraft systems as replacement, media reported earlier this month, adding that the offer was rejected by Tehran.

The Antei-2500, however, may be a better solution. The system does not formally fall under the existing sanctions against Iran while still being useful for the Middle Eastern country, which wants to have protection against a possible missile strike by its enemy Israel, Kommersant said.

While the S-300 was developed for the use by missile defense forces, the Antei-2500 was specifically tailored for the needs of ground forces, which could also be an advantage for Iran, known for its large land force.
Russia is already exporting the Antei-2500, having delivered two missile systems to Venezuela earlier this year. India and Turkey were also named as potential buyers, though no deals were formalized so far.

S-300VM is not outdated at all(specially with 9M83ME missiles), i believe it is even better than S-300PMU1 and has a very good ABM capabilities if the news is true we should except it, VM combined with our B-373(which will be comparable to PMU-1 and will enter service in March-April 2014) will give us a good AA and ABM capability.

Russian technology is obsolete, and this crap was never tested in combat.

S-300 PMU is the one that is obsolete mate,iran would be far better going for this system.In 1992 USA bought a s-300PMU-1 from belarus to study it closely,the system is totally compromised.If USA passes on that datato israel which u can almost be sure of then its near useless.This system is unknown.
And no russians still make among the best SAMs in the world.

Are you kidding me? enlighten me why Antey-2500(S-300VM) can't protect iran's key sites and can only protect land forces?!

A system that can protect LAND FORCES will be able to protect Iran's nuclear an military sites too, it is tracked so it is better optimized for off road and cross country and it had BETTER ABM interception capabilities(because Soviet army were worried about us Peshing missile) it has a 200km range better than S-300 PMU-1.

VM will be very good for defending our strategic sites.go and read something before talking nonsense.

Yeah sure only american weapons are good.

Even western analyzers admit that latest generation of S-300 is better than patriots, American patriot(PAC-2) was tested in combat and it was $hity! between ZERO to TEN percent success rate.

The point is russian ADs are the best available and it will be wise for us to employ them to our Armed Forces even when our B-373 became operational it will take some time for us to build them in decent numbers and a little help from Russia would not be unwelcome(although they are not very trust worthy)

If I may ask, which ABM systems have been tested in combat? Plus, how many of Iran's current systems aren't obsolete (considering much of its [US supplied] equipment dates back to the days of the Shah, in actual age and/or in basic design)?

Those big tracked vehicles will be much more cross-country mobile (i.e. can travel with mechanized land forces) than wheeled versions. Then again, they will also be more difficult to hide (big, leaving tell-tail tracks) and difficult to move quickly over longer distances (picture trying to put those onto a tank transporter). So, there are trade offs.

Russia is an unreliable supplier who is constantly changing their agreements after they are signed giving in to Western Pressures. Deal with Russia at your own peril.

I don't think Iran's main problem is Russia being an unreliable supplier ....

I read somewhere that during an exercise employing those system recently, only Rafales got out unharmed. It is still a potent system. How much they perform against Growler, to be watched.

On February 25, 1991, during the Gulf War, an American Patriot Missile battery in Dharan, Saudi Arabia, failed to track and intercept an incoming Iraqi Scud missile. The Scud struck an American Army barracks, killing 28 soldiers and injuring around 100 other people. The system was then deployed to Israel and experienced (almost) similar results! Problem was later resolved.

Iraq did not launch any Scud missiles, which an earlier version of the Patriot had little success against in the 1991 Persian Gulf War. Originally built by the Soviet Union and sold prolifically, Scuds are aging, short-range ballistic missiles capable of carrying a several hundred kilogram payload.
