Because of Putin. He started war in Ukraine in 2014 and ever since the because of so many sanctions, the industry did not develop. Not to mention Dutch disease symptoms. Russia has so much resource that it never looked into developing its manufacturing base, just became a large producer of raw materials with not much value addition.
