They are in the final phase (finalizing) this deal with Russian companies, mainly Ural. Local T-90MS production would be good. They plan at least 800+ more tanks to equip the planned armored and mechanized divisions.

Unless they decide to keep this 'secret' like some other deals, it would the news once the deal is finalized, the official in the video says they're in the final stages of signing the deal. I predict it'll reach some Russian sites and Iraqi news, I doubt it'll reach mainstream media, Iraq and Russia have often signed deals and kept them secret.

This does not come not entirely new though, in 2014 the military newspaper reported they chose the T-90 as MBT. Several times though they put the deal on a hold due to financial issues and corruption, the IS uprising etc. A page about the Iraqi T-90 purchase reports, can use google translater.

Local production/assembly is mentioned, I guess that doesn't mean 100% locally produced as producing the engine for example is a quite complex task for the moment being though it's a good step, there's been talk about reviving the military industry for over a year, this would be the first major step.

Also from the finance ministry there are details about a new deal with China for HQ-9 long range air defense systems among other equipment.
