After 91...the Soviet union was in disarray...and Lybia buying few artillery pieces from Italy didn't mean she quit the Soviet sphere...
Since the meeting of Lavrov with Boukadoum, the Algerian foreign Minister, Russia changed her position on Lybia..They will be pushing for a political settlement like Algeria..even the US are on the same line of thinking...
What the pictures shows may be is just a decoy... I don't see the reason for Russia to move a complex system when the GNA has practically no aviation to speak of and the Turks haven't deployed anything but drones...

Without Turkish help Tripoli would have held for about 2 or 3 more years before falling. Kabul held for 3 years against Taliban after Soviet withdraw and fell in 1992.

Libya is not a country anymore. It's divided like in Syria. There hasn't been a Libya Egypt border since 2014.

Turkey can easily take Sirte if it wasn't for Egypt, UAE, Greece, Russia, France which would militarily intervene if Turkey restarts the war.

After the election I expect that US and Turkey will come together and find a common ground in respect to Libyan conflict and France will be either turn to the neutral or support Tripoli. The main thing that they will see is that if Russia get a permanent base in Libya it will be very very Dangerous for everyone (A2/D2 ). It will be dangerous for NATO , EU and especially Israel and Turkey. So we all must come together for a common cause.
