US does have selective service, but Draft was inactive since 1971. There are Bills introduced to abolish the selective service scheme altogether.

Also, anyone joining US Military require US Green Card or Citizenship, at the very least you need an SSN, while that is true SSN given to non-Permanent Resident (Mostly to Asylum Seeker, which the US military did exploit before) but even if you join the US Military with a SSN without Permanent Residence, you are required to get one before you are enlisted officially. Otherwise, it would just be a free 13-week basic training course for you.

You are probably confused UK with US, UK allow Commonwealth Citizens without ILR (their PR) to join the British Army.
