Russia and Latin America to strengthen defense ties

Russian Defense Minister Sergei Shoigu has announced a plan to establish military bases in Cuba, Nicaragua and Venezuela.
The negotiations with the Latin American countries also include the use of infrastructure and refueling sites in these countries. The agreement is part of a series of actions aimed at increasing Russia’s presence in Latin America. The US presence in Ecuador, Honduras and Venezuela and its reactivation of its fourth Fleet in 2008 to establish a base in Colombia was a significant event. The move raised regional leaders’ concern and prompted initiatives such as the South American Defense Council and talks with Russia and China. To the US Southern Command General John Kelly, however, the sudden increase in Russia’s military outreach merits closer attention, as he says Moscow’s motives are unclear. He warned the US Senate that China, Iran and Russia have made a concerted effort in recent years to bolster their presence and influence in Latin America. For a decade now, Russia has been working consistently in forging bonds with Latin American countries in its pursuit for a multipolar world. This effort includes diplomatic visits and investments in military modernization. For instance, this partnership meant about 14.5 billion dollars in arms sales to Venezuela from 2001 to 2013.
