RSS-backed body wants Ayurveda, Siddha in "integrated" medicine curriculum

In this case, I was referring to the people like you who support ayurveda and other primitive nonsense.

There is no point of debating this if you don't understand modern science. I suggest you should advise people like you to try ayurveda when they have a medical emergency. Let's see if it has any value when the situation is serious.

Addresses the Silver Jubilee Celebrations of Rashtriya Ayurveda Vidyapeeth

The Vice President of India, Shri M. Hamid Ansari has said that Ayurvedic medicine still remains an important component of our healthcare system. He was addressing the Silver Jubilee Celebrations of Rashtriya Ayurveda Vidyapeeth, here today. The Minister of State (Independent Charge) for AYUSH, Shri Shripad Yesso Naik, the President of Rashtriya Ayurveda Vidyapeeth, Shri Devender Triguna and other dignitaries were present on the occasion.

The Vice President said that Ayurveda is a traditional healing system of India, going back at least to the Vedic times. He further said that it is amongst the oldest and most elaborate forms of traditional medicine in the world. It needs to be seen as not just a system of disease treatment but a system of positive health for disease prevention and balanced lifestyle, he added.

The Vice President said that with proper development and study of the traditional methods and substance using the tools available to us now from modern science, the traditional medical systems, including Ayurveda, can become an important and affordable part of a holistic healthcare system. He further said that alternative medicine, including Ayurveda, has gained wide recognition and become popular, not only in India but internationally. As our traditional medical systems, including Yoga and Ayurveda are being adopted worldwide, India can develop principles and standardized practices to make sure that this adaptation is systemic and true to the authentic traditions of these disciplines, he added.

The Vice President said that there is a need for strategic partnering involving Ayurvedic medical experts, Ayurvedic pharmacy experts, botanical authorities across India, agricultural and environmental experts, drug discovery experts, medicinal chemists, clinical trial experts, large pharmaceutical companies, major universities as well as relevant governmental agencies and ministries. With the application of modern scientific methods to the ancient knowledge system, we can have the best of both the worlds, he added.

Following is the text of Vice President’s address:

“The World Health Organization defines health as ‘physical, mental and social wellbeing and not merely the absence of disease or infirmity’.

Modern medicine has been a boon for mankind but all too often we are also shown the limits of modern medicine, especially in dealing with lifestyle diseases and those relating to human psychology.

One of the biggest challenges to providing healthcare to all are the escalating medical costs, which now consume a significant portion of the budget of both countries and families.

According to WHO estimates, because of lack of access to modern medicine, and cultural reasons, about 65-80% of the world's population depends essentially on traditional medical systems for primary health care.

Hence the urge to know how other societies, in different times, dealt with the challenges health and physical and mental wellbeing.

History tells us that based on experience and requirement, the practice of medicine developed independently in ancient Egypt, ancient China, ancient India, ancient Greece, Persia and elsewhere.

Ayurveda is a traditional healing system of India, going back at least to the Vedic times. It is amongst the oldest and most elaborate forms of traditional medicine in the world. Over centuries, Ayurveda has grown, changed and transformed as a holistic wellness method, addressing the physical and psychological well-being of individuals. It needs to be seen as not just a system of disease treatment but a system of positive health for disease prevention and balanced lifestyle.

Other ancient Indians systems of medicine such as Yunnai and Siddha also encompass a holistic view of health. They recognize good health as a complex system involving interconnectedness with the environment, recognition of cultural traits, and social, mental, physical and emotional wellbeing, both of the individual and of the community.

This slow and progressive development led to the birth of the modern pharmaceutical industry. In spite of the great advances observed in modern synthetic medicine in recent decades, plants, many of them known to the ancients, still make an important contribution to health care.

Before European colonization, these traditional methods were the mainstream medical treatment, and had well developed and established methods, practices and knowledge systems. Many of the medicines found in plants, trees, herbs, soils and water that are used in traditional healing like Ayurveda, have counterparts on conventional pharmacy shelves.

Ayurvedic medicine still remains an important component of our healthcare system. A recent study estimated that more than 90 percent of the our population, particularly in rural areas, use some form of Ayurvedic therapy, including following its dietary principles, practicing traditional or ‘house-hold remedies’ or seeking professional help from trained Ayurvedic practitioners.

With proper development and study of the traditional methods and substance using the tools available to us now from modern science, the traditional medical systems, including Ayurveda, can become an important and affordable part of a holistic healthcare system.

In this age of science, no one can claim that modern medicine with its substance and surgical innovations is wrong or unnecessary, but it need not be the only line of treatment. Traditional medical systems, like Ayurveda, can offer a first line of defense, focusing on wellness and improvement of health by addressing the preventative aspect, particularly for lifestyle induced diseases and psychological conditions that are increasingly common in our stress filled way of life.

Such medical pluralism will entail the adoption and integration of biomedical healthcare with traditional methods, or concurrent treatment. The two systems of traditional and modern medicine can blend together in a beneficial harmony, using the best features of each system, and compensating for certain weaknesses in each.

There is growing awareness among the scientific community and the general public about the intrinsic value of traditional medicine, and as a result Ayurveda, Unani and Siddha have entered the mainstream to compliment modern biomedicine.

Alternative medicine, including Ayurveda, has gained wide recognition and become popular, not only in India but internationally. With millions placing their faith in alternative treatments, it has also become an important and lucrative business. In a recent survey of NHS users in UK, it was reported that nearly 40 percent of adults had used complementary and alternative medicine. In the United States, Ayurveda is considered a complementary healthcare option, with many Americans employing Ayurvedic elements such as massage, meditation, or cleansing therapies.

As our traditional medical systems, including Yoga and Ayurveda are being adopted worldwide, India can develop principles and standardized practices to make sure that this adaptation is systemic and true to the authentic traditions of these disciplines. This requires that the highest level of research, teaching and practice is promoted in India. It also requires that the Ayurvedic medicines and products coming out of India are of the best quality.

We have taken definite steps towards developing an integrated system of health care that includes thinking about and using what has been working in different cultures for thousands of years. The establishment of department of AYUSH and its growing linkages with our mainstream medicine is a step in this direction

If a traditional medical system to be thoughtfully, respectfully, yet vigorously evaluated, research must involve both scientific experts trained in relevant scientific rules of evidence as well as Ayurvedic experts trained in all aspects of Ayurvedic practice. To place traditional medical systems on a sound footing and ensure its wide acceptance, our ancient knowledge has to be tested on the scientific lodestone before it is either accepted or rejected. Mere antiquity does not grant respectability. Nor should ancient and traditional knowledge be dismissed just because it is old.

There is a need for strategic partnering involving Ayurvedic medical experts, Ayurvedic pharmacy experts, botanical authorities across India, agricultural and environmental experts, drug discovery experts, medicinal chemists, clinical trial experts, large pharmaceutical companies, major universities as well as relevant governmental agencies and ministries.

With the application of modern scientific methods to the ancient knowledge system, we can the best of both the worlds. The pre-clinical and clinical trials for new Ayurvedic drug formulations have been prescribed by the Department of AYUSH with the intention of providing appropriate evaluation methods to facilitate the development of regulation and registration in Ayurveda and other traditional systems of medicines. Efforts such as the work of the Yunnai and Ayurveda Pharmacopia Committee under AYUSH, which aims to list the medicinal ingredients and their uses so as to allow for replication and standardization, will go a long way in establishing the credentials of traditional medical systems .

Since its establishment in 1988, the Rashtriya Ayurveda Vidyapeeth has played an important role in not only the promotion of Ayurvedic medical system but also in preservation and cataloging of the traditional knowledge, its principles and practices. In its Silver Jubilee year, the Vidyapeeth is recognized as a leading institution in Ayurvedic medicine.

I am confident that this venerable institution would continue to facilitate the scientific evaluation and the eventual integration of traditional medicine into the national healthcare system.

Ministry of Tourism releases ‘Compendium on guidelines for Ayush facilities’

The Ministry of Tourism has released the ‘Compendium on Guidelines for Ayush Facilities’ here today. The National Medical & Wellness Tourism Board under the chairmanship of Minister for Tourism Dr. Mahesh Sharma has been repeatedly stressing on the need for benchmarking of facilities offered by the various service providers in the field of Medical and Wellness Tourism on the basis of globally accepted standards. The constant endeavour of the Ministry of Tourism has been to promote institutions and processes that have achieved such standards in order to provide excellence in service quality. On the demand from the industry and stakeholders including Ministry of Tourism; the National Accreditation Board for Hospitals and Healthcare Providers (NABH) has brought out accreditation standards and guidelines for AYUSH facilities in the country including Wellness Centres and Panchkarma clinics that are used by tourists.


The Ministry of Tourism under the direction of the Minister of Tourism Dr Mahesh Sharma has therefore compiled the accreditation standards for the various AYUSH facilities and urged the industry for wide acceptance of these standards. The compendium includes accreditation available for the following facilities:


I. Ayurveda Hospitals

II. Yoga and Naturopathy Hospitals

III. Unani Hospitals

IV. Sidha Hospitals

V. Homeopathy Hospitals

VI. Panchkarma Clinics

VII. Wellness Centres

The Minister mentioned that accreditation against globally benchmarked standards would help the industry in providing uniform level of service quality. The Ministry of Tourism provides Market Development Assistance (MDA) to Wellness Tourism Service Providers like Hospitals accredited by National Accreditation Board of Hospitals (NABH) and Medical Tourism facilitators (Travel Agents/Tour Operators engaged in Medical Tourism and approved by Ministry of Tourism, Government of India for participation in events related to promotion of Medical and Wellness Tourism outside India.

The accredited service providers are also listed on the Ministry of Tourism website and in the Incredible India campaign which has a global reach. This would help potential visitors to have knowledge about the institutions that have been accredited and would follow the quality standards. The details of the accreditation standard are available on Ministry of Tourism’s website www.incredibleindia.org.

World over, holistic and alternative healthcare systems are gaining popularity due to the fact that many diseases are lifestyle related. India has a rich heritage of medical wisdom that prevailed as Ayurveda and Siddha coupled the practice of Yoga that provides well-being for the Body, Mind and Soul. Unani and Homeopathy with their roots outside India have also gained popularity here.

India has traditionally attracted visitors who want to rejuvenate their Body, Mind and Soul. India also attracts visitors for other alternative systems of medicines like Unani, Siddha and Homeopathy. Today, due to advancement in ease and speed of travel, more and more people are travelling in search of better quality, affordable and timely healthcare and wellness options. The Wellness Tourism industry globally is expected to reach 678 billion US Dollars by 2017 and it is one of the most important tourism products for India.

Measures Taken by Government to Protect Ancient and Traditional Knowledge of Indigenous Medicinal Systems

Traditional Knowledge Digital Library (TKDL) is a pioneering Indian initiative to prevent exploitation and to protect Indian traditional knowledge from wrongful patents mainly at International Patent Offices. India’s rich and time-tested traditional medicinal knowledge which exists in languages such as Sanskrit, Hindi, Arabic, Persian, Urdu, Tamil etc. is neither accessible nor comprehensible for patent examiners at the international patent offices. TKDL contains Indian traditional medicine knowledge available in public domain and pertains to classical/ traditional books related to Ayurveda, Unani and Siddha in a digitized format and is available in five international languages (English, French, German, Spanish and Japanese).

Till date 3,35,260 formulations have been transcribed, 220 wrongful patent filings have been prevented and 12 patent offices have been provided access to TKDL database namely European Patent Office, US Patent Office, Japanese Patent Office, German Patent Office, Canadian Patent Office, Chile Patent Office, Australian Patent Office, CGPDTM (India), UK Patent Office, and Malaysian Patent Office, Rospatent (Russia)and Peru Patent Office.

Under the Scheme funds are provided only to CSIR, the implementation agency of the TKDL Project. No funds have been allocated/ released to any State under the Scheme.

Besides setting up of TKDL, Yoga has since been inscribed in UNESCO’s representative list of Intangible Cultural Heritage of Humanity. Indian Patent Office has also brought out Guidelines for processing Patent Applications relating to Traditional Knowledge and Biological Material to help Patent examiner to analyze what constitutes novelty and inventive step in Traditional Knowledge (TK) related invention.

21 colleges in the country impart courses in Bachelor of Naturopathy and Yogic Sciences: Shri Shripad Naik

The Ministry of AYUSH has established the following three organizations for the development of Yoga and Naturopathy and also for providing treatment through Yoga and Naturopathy in the country and the details of their activities are as under :-

1. Central Council for Research in Yoga & Naturopathy (CCRYN), New Delhi :

1) Establishment of Post Graduate Institutes of Yoga and Naturopathy Education and Research (PGIYNER): 2 PGI work has been commenced

2) Running of Central Research Institute of Yoga & Naturopathy (CRIYN): One CRI is functional with OPD and 20 bedded indoor Hospital.

3) Running of OPD of Yoga & Naturopathy : 07 OPDs are functional.


2. Morarji Desai National Institute of Yoga (MDNIY), New Delhi :- MDNIY is running Yoga OPD. It is also providing Yoga treatment in 19 CGHS Wellness Centre and 4 Yoga Therapy Centres in Tertiary/Allopathy Hospitals

3. National Institute of Naturopathy (NIN), Pune :- NIN is going to establish ‘Nisarg Gram’ which consists of Naturopathy Hospital (250 Beds) at new site Yewalewadi, Tal. Haveli, Pune. As part of outreach activities, it is running a sanatorium for HIV+ve patients at Panchagani, Dist.Satara.

The National Health Policy-2017 covers the entire health sector, including Yoga & Naturopathy. Further, the Ministry of AYUSH has constituted a National Board for Promotion and Development of Yoga & Naturopathy (NBPDYN), which provides advice on education & practice of Yoga & Naturopathy, as well as formulation of policy for promotion of Yoga & Naturopathy in the country. Central Council for Research in Yoga & Naturopathy(CCRYN) at the behest of Ministry of AYUSH is registering institutionally qualified BNYS/ND Degree holders who registered with State statutory boards.

As regard, Yoga personal, the Quality Council of India (QCI) at the behest of Ministry of AYUSH has developed a Scheme for Voluntary Certification of Yoga Professionals. The Focus of the scheme is to certify the competence of Yoga professionals providing Yoga lessons/classes as Yoga Instructors/Yoga Teachers or by any other nomenclature. Scope of certification has been categories as (i) Level 1-Yoga Instructor (ii) Level 2-Yoga Teacher (iii) Level 3-Yoga Master (iv) Level 4-Yoga Acharya (v) Level 5- Yoga Guru. Two Levels- Level-1, Level-2 have been launched.

At present there are 21 Colleges in the Country which imparts five years and six month Bachelor of Naturopathy & Yogic Sciences course.

88 singles drugs and 33 compound formulations have been carried out under drug standardization in the year 2016-17: AYUSH Minister


Ministry of AYUSH has set-up Central Council for Research in Ayurvedic Sciences (CCRAS) as apex body for formulation and development of Ayurvedic medicines for various diseases.


Year wise details of the study and research activities in Ayurveda including literary and conceptual study, clinical and therapeutic research and drug development research undertaken by CCRAS during the last three years and the current year are as under :-


2014-2015

i. Eight Clinical Researches completed.

ii. A total of 18 drugs were studied pharmacognostically.

iii. Under Drug Standardization, 25 singles drugs have been carried out.

iv. Toxicological study of three coded drugs completed. Biological activity of one drug completed.

v. Eight books have been published.

vi. Five Intra Mural Literary Research projects completed.



2015-2016

i. 10 Clinical Researches completed.

ii. Three Intra Mural Medicinal Plant Research projects completed.

iii. Under Drug Standardization, 54 singles drugs and 28 compound formulations have been carried out.

CCRAS has informed that toxicity has not been reported in the clinical trials conducted by them.

Rule 158-B of the Drugs & Cosmetics Rules, 1945 seeks proof of safety and effectiveness for the purpose of licensing of various categories of Ayurvedic, Siddha and Unani drugs. Enforcement of these provisions is under the purview of the State Licensing Authorities appointed by the State Governments.

Such Ayurvedic, Siddha and Unani drugs containing any of the potentially hazardous ingredients of plant, animal or mineral origin as specified in the Schedule E(1), Rule 161(2) of the Drugs and Cosmetics Rules, 1945, are required to be taken under medical supervision. In this regard an Advisory has been issued on 1st February, 2016 for Manufacturers of Ayurvedic, Siddha and Unani drugs for ensuring to imprint ‘Caution: to be taken under medical supervision’ both in English and Hindi on the labels of all such Ayurvedic, Siddha and Unani drugs which contain potentially hazardous ingredients of plant, animal or mineral origin as specified in the Schedule E(1) of the Drugs and Cosmetics Rules, 1945.

There is a specific category of herbo mineral or metallic Ayurvedic medicines called Rasaushadies or Rasa yoga. Many of such medicines make use of heavy metals like Mercury, Arsenic and Lead as ingredients after subjecting them to a series of processes called Shodana, Marana, Amritkaram etc. to render them safe and therapeutically effective. Separate GMP of Rasaaushadhies have been made mandatory under the provision of Drugs & Cosmetics Rules.

Herbal Medicines are not covered in the provisions of Drugs and Cosmetics Act, 1940 and Rules there under, and hence are not recognized as a class of medicines in India. However, It is a scientific fact that the quality, efficacy, potency, shelf life and batch to batch consistency of plant material based products are affected by storage conditions. Shelf life of various categories of ayurvedic drugs is also notified under Drugs and Cosmetics Rule, 1945 and it is mandatory for the manufacturer to comply with Good Manufacturing Practices for obtaining manufacturing license.

Pharmacopoeial Standards of ayurvedic drugs are prescribed in the Ayurvedic Pharmacopoea along with permissible limit of heavy metals, aflatoxins, pesticide residue and microbial load. For manufacturing of ayurvedic products of assured quality in accordance with these standards

Seven New Homoeopathic Medical Colleges with 610 UG seats given permission in 2016-17: Shri Shripad Naik

Rs. 417.11 crore has been spent by the Ministry of AYUSH during the last financial year under the Centrally Sponsored Scheme of National AYUSH Mission for promotion of AYUSH including AYUSH infrastructure.

Health is a State subject. Therefore, Ministry of AYUSH does not maintain the data regarding the number of homoeopathic doctors employed in Government Hospitals. However, there are 1149 seats for PG courses in Homoeopathy in the country.

During the Academic Year 2016-17, seven New Homoeopathic Medical colleges were given permission having strength of total 610 UG seats. Nine existing Under Graduate Colleges were given permission to start new Post Graduate Course in Homoeopathy with strength of 231 PG seats. Two existing UG colleges were given permission to increase their admission capacity of 160 seats.

Under “Establishment of New Medical College, (Opening of New or Higher Course of Study or Training and increase of Admission Capacity by a Medical College) Regulations, 2011” application for starting New PG Courses in Homoeopathy can be submitted to the Central Government.

An amount of Rs. 3694.136 released to West Bengal under NAM during last 3 years: AYUSH Minister

Under Centrally Sponsored Scheme of National AYUSH Mission (NAM), total amount of grant-in-aid of Rs. 471.230 lakhs, Rs. 1,924.85 lakhs and Rs. 1,298.056 lakhs have been released during the year 2014-15, 2015-16 and 2016-17 respectively to West Bengal. The said amount have been allocated for the activities under AYUSH Services, AYUSH Educational Institution, Quality Control of Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) Drugs, Medicinal Plants, Flexi pool and Administrative cost.

Under National AYUSH Mission (NAM), eight camps have been organised in the district of Bankura under Public Health Outreach Activities.

Under National AYUSH Mission (NAM), the State Government of West Bengal has selected the following villages district-wise under AYUSH Gram:

(i) Village – Saguna, District- Nadia.

(ii) Village- Pathra, District- Paschim Medinipur.

A National Steering Committee constituted to initiate a National Programme on “Scientific Validation and Research on Panchgavya”: AYUSH Minister

The Department of Science and Technology (DST), Government of India has constituted a National Steering Committee to initiate a National Programme on “Scientific Validation and Research on Panchgavya” (SVAROP).

Central Council for Research in Ayurvedic Sciences (CCRAS), an autonomous Ayurvedic research organization of the Central Government, has undertaken study to evaluate the immune-modulatory activity and safety/toxicity of Panchgavya Ghrita, which is an Ayurvedic formulation made from cow’s five products (milk, curd, ghee, urine and dung) as mentioned in Ayurvedic classical texts and Ayurvedic Formulary of India, Part I.

Central Council for Research in Ayurvedic Sciences has conducted a National Seminar on Panchagavya Chikitsa in the year 2014 for promotion and awareness building and brought out a compilation document of published research papers on Panchagavya and its ingredients. The published research papers on Panchagavya have been uploaded in the ‘AYUSH Research Portal’ for ready access to the public.

108 Proposals for Starting New Ayurveda colleges Received in 2016, LOI given to 64 colleges: AYUSH Minister

The Government has received 65 proposals for starting new Ayurveda colleges in 2017 till date. The Government received 39 proposals during the year 2014; 65 proposals during the year 2015 and 08 proposals during the year 2016 to open new Ayurveda colleges. Out of these, 16 colleges in 2014 and 44 colleges in 2015 were permitted by the Government. Out of the 108 proposals received during 2016, Letter of Intent (LOI) has been issued to 64 colleges and 02 are under process for grant of LOI.


As on 26.07.2017, there 341 Ayurveda colleges in the country.

Several Researches are ongoing for Developing New Drugs in AYUSH: Shri Shripad Naik

Ministry of AYUSH has set-up four autonomous Research Councils, namely, Central Council for Research in Ayurvedic Sciences (CCRAS), Central Council for Research in Homoeopathy (CCRH), Central Council for Research in Unani Medicine (CCRUM) and Central Council for Research in Siddha (CCRS) as apex bodies for formulation and development of traditional medicine for various diseases.

The details of ongoing Researches on drugs in the Research Councils are as under:-


CCRAS:

Currently CCRAS is developing eight new drugs for various diseases/ problems related to Old age, Bronchial Asthma, Diabetes Mellitus, Lymphatic Filariasis, Ovarian Cancer, Dengue, Wound healing and Migraine.


CCRH

Currently CCRH is developing 12 new drugs for various diseases including Dengue, Malaria, Leishmaniasis and Diarrhoea.


CCRUM

Currently CCRUM is developing drugs for various diseases including Diabetes, Vitiligo and Essential Hypertension through Multi-centric Randomized Controlled Trials.


CCRS

Currently CCRS is developing a drug which has been proved to be effective in curing Type-II Diabetes.


CCRAS has commercialized the technology of the formulation namely, AYUSH-82 for diabetes through National Research Development Corporation, Department of Scientific and Industrial Research (DSIR), Ministry of Science and Technology, Government of India.

Extra Mural Research Scheme substantially revised by M/o AYUSH to encourage quality research in AYUSH systems: Shri Shripad Naik

Ministry of AYUSH has set-up two autonomous organisations namely, Central Council for Research in Yoga and Naturopathy (CCRYN) and Morarji Desai National Institute of Yoga (MDNIY) as apex bodies for Research and Education in the field of Yoga and Naturopathy.

CCRYN is implementing following programmes to strengthen and expedite R&D Projects in Yoga and Naturopathy in the country:

i.Establishment of Post Graduate Institutes of Yoga and Naturopathy Education and Research (PGIYNER).
ii.Establishment of Central Research Institute of Yoga & Naturopathy (CRIYN).
iii.Clinical Research- IMR and Collaborative (Multi-centric collaborative scheme Research Scheme).

MDNIY has completed following four activities:-

i.Preparation and dissemination of consumer information guidelines on proper use of Yoga.
ii.Organization of capacity building workshops and training programs on the role, scope, practice and evidence-based use of Yoga in non-communicable diseases.
iii.Development and dissemination of standardized health promotion Yoga modules for various target groups (Children, Adolescents and Women of reproductive age, Geriatric population, and Mental health promotion).
iv.Meta-analysis of Yoga research studies for documentation and promotion of evidence-based uses of Yoga.

Further, the Ministry of AYUSH runs a scheme, namely Extra Mural Research (EMR) for granting aid to researchers for conducting projects related to AYUSH systems including Yoga & Naturopathy. As a special measure, Ministry of AYUSH invited research proposals under EMR Scheme on the topic of “Management of Diabetes Mellitus and its complications, through Yoga” during 2016-17.

The functioning of Extra Mural Scheme has been evaluated by independent agency. Based on the evaluation, the EMR scheme has been revised in November, 2014 with following major changes:

(i) Increase in financial assistance- To encourage quality research work, the maximum limit of financial Assistant for the project has been increased from Rs. 30 Lakhs to Rs.70 Lakhs.

(ii) Introduction of Annual AYUSH Award –An award system has been introduced for each discipline of AYUSH to encourage outstanding research.

(iii) Increase in Fee- In order to compensate the efforts of the investigators, the prescribed fee has been increased to a range of Rs. 30,000/- to Rs. 90,000/- (for period ranging from 1-3 years)in respect of Principal Investigator. Proportionately, the fee for Co-investigators have been increased to a range of Rs. 15,000/- to Rs. 45,000/- (for period ranging from 1-3 years).


(iv) Reduction in stages of clearance- In order to expedite clearance to projects, one stage i.e. internal Scrutiny committee has been done away with. Presently, only two committees, viz., Project Screening Committee(PSC) and Project Approval Committee(PAC) have been kept.

(v) Simplification of forms:- The application form for EMR scheme has been simplified.

The Government has directed all NGOs receiving funds under EMR Scheme to register on NITI Aayog NGO Darpan – Portal and submit PAN and Aadhaar numbers of trustees and office bearers. Further, a Certificate claiming that Organisation/ Institute have not taken grant from more than one source for the same work, is sought from the Head of the Institute.

There has been increase in number of practitioners of AYUSH system of Medicine over the last three years: Shri Shripad Naik

As per information available from State Boards/Councils, the number of AYUSH Practitioners has increased from 7,36,538 in 2014 to 7,44,563 in 2015 and to 7,71,468 in 2016.

The Government of India has taken various initiatives to popularise AYUSH:-

1. The National Policy on Indian Systems of Medicine & Homoeopathy - 2002, envisages integration of AYUSH with the Healthcare Delivery System. Mainstreaming of AYUSH is one of the strategies in National Health Mission (NHM) as well which seeks to provide accessible, affordable and quality health care in order to improve the existing health care delivery system.

2. Government of India has adopted a strategy of Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs), thus enabling choice to the patients for different systems of medicines under single window. The engagement of AYUSH Doctors / paramedics and their training is supported by the Department of Health & Family Welfare, while the support for AYUSH infrastructure, equipment / furniture and medicines are provided by Ministry of AYUSH under National AYUSH Mission (NAM).

3. To popularise AYUSH system of medicine in urban and rural areas, Government of India has approved the National AYUSH Mission (NAM) on 15.09.2014 as Centrally Sponsored Scheme comprising the components of AYUSH Services, AYUSH Educational Institutions, Quality Control of ASU & H Drugs and Medicinal Plants to implement through State/UT Governments.
Under NAM, State / UT Governments may avail financial assistance through submission of State Annual Action Plans (SAAPs).

4. Under the Information Education and Communication Scheme(IEC), the Ministry takes up initiatives for propagation and promotion of AYUSH systems of medicine including Ayurveda by organizing Arogya fairs/Melas, Conferences, Exhibitions, Seminar, Workshops, Symposium and also undertaking publicity through electronic multimedia, print media campaigning for awareness amongst the citizens all over the country.

5. (i) Establishment of Post Graduate Institutes of Yoga and Naturopathy Education and Research (PGIYNER).

(ii) Establishment of OPD of Yoga & Naturopathy.

(iii) Activities through participation in Health melas/exhibition.

(iv) Celebration of International Day of Yoga by organising One month Yoga Training Programme in all districts of India.

45 proposals received during 2016-17 for setting up 50-bedded hospitals in states out of which 39 have been approved: Shri Shripad Naik

Under Centrally Sponsored Scheme of National AYUSH Mission (NAM), there is a provision of setting up of upto 50 bedded integrated AYUSH Hospital. Rs. 440.00 Crore has been earmarked under National AYUSH Mission (NAM) for different activities including upgradation/setting up of new AYUSH hospitals/dispensaries during current year.


Implementation of approved projects comes under purview of State/UT Governments. There is no proposal to set up multi-speciality AYUSH hospitals in the States/ UTs. Further, Government has approved setting up of Post Graduate Institute of Yoga and Naturopathy Education and Research at Nagmangla (Karnataka) and Jhajjar (Haryana) costing Rs. 59.67 Crores and Rs. 52.04 crores respectively.

Two new Institutes of Ayurveda established by the Government: AYUSH Minister

The Central Government has established National Institute of Ayurveda at Jaipur which offers undergraduate and postgraduate and fellowship programme. Further, the Government has also established two new institutes namely (i) All India Institute of Ayurveda, New Delhi for Post-graduate education and (ii) North Eastern Institute of Ayurveda & Homoeopathy, Shillong for Under-graduate education in Ayurveda & Homoeopathy.


The criteria/procedures/guidelines to set up new Ayurved, Siddha and Unani medical college are prescribed under section 13A of Indian Medicine Central Council (IMCC) Act, 1970, for Homoeopathy college the details are at section 12A of Homoeopathy Central Council (HCC) Act, 1973.


The Government has set-up five Central Councils for Research in Ayurveda, Siddha, Unani, Yoga & Naturopathy and Homoeopathy for undertaking coordinating formulating, developing and promoting research on scientific lines. The activities are carried out through peripheral institute/Centres/Units located all over India and also through collaborative studies with various universities, hospitals and institutes. The research activities of the council include medicinal plant research (Medico-ethno botanical survey, pharmacognosy and tissue culture), Drug Standardization Pharmacological Research, Clinical Research, Literary Research & Documentation, and other outreach activities. Further, Ministry of AYUSH runs Extra Mural Research (EMR) scheme to conduct the research on various aspects of AYUSH systems.


The Government of India has approved and notified National AYUSH Mission (NAM) on 29th September 2014 which envisages better access to AYUSH services; strengthening of AYUSH educational institutions, facilitate the enforcement of quality control of ASU&H drugs and sustainable availability of ASU&H raw materials in the States/UTs during 12th Plan.


The Ministry of AYUSH provides propagation and promotion of AYUSH systems in the country by creating awareness amongst the citizens about the efficacy of the AYUSH system and dissemination of proven results of research and Development work conducted in AYUSH systems through various media and other publicity activities including organizing Arogya Fairs, participation in AYUSH related Fairs, organizing Workshops, Seminars on AYUSH system of medicine.

Promotion of Ayurveda for International Medical Tourism

The Ministry of Tourism has recognised Medical and Wellness Tourism including Ayurveda as a Niche product in order to overcome the aspect of ‘seasonality’ and to promote India as a 365 days’ destination and attract tourists with specific interest.

A National Medical and Wellness Tourism Board has been constituted to provide a dedicated institutional framework to take forward the cause of promotion of Medical and Wellness Tourism including Ayurveda and any other format of Indian system of medicine covered by Ayurveda, Yoga, Unani, Siddha and Homeopathy (AYUSH). India as a destination for Ayurveda is also promoted through the Global Incredible India campaign and by the Indiatourism offices through participation in trade fairs, promotional events, roads hows and seminars.
