I guess its unfortunate that all the high end technology goes to the military first then starts to filter down to the civilian level at some stage. You will be able to buy this kind of stuff at a supermarket at some point.

It is meant as a squad replenishment tool/squad mule for carrying it's gear so that the soldiers aren't burdened with backpacks...as such it is intended to follow the squad under fire too (to a certain degree).
