Whether she is a minor or not, that all will be decided by judiciary, however, she is innocent until proven guilty by the court of law, but she is the prime suspect and will remain one till the court reaches the verdict.

To be noted is 'wilfully' It seems the girl didn't do it wilfully as she is just a child, not mentally fit and was into the kind of job.
