India and Japan should sign a pact on maritime cooperation and security.
With Japanese laws that's hardly possible, although it would be interesting for us. S.Korea is another option, which have less restrtictions and still good naval and industrial capabilities.
That is a reason; but is not the true reason. The Indian policy is still defensive; not offensive.
The threat peception from the Sea is simply not that big, other than Chinese subs, there is hardly anything even todays IN couldn't handle, which shows that it's more than sufficiently funded. The fact that it operated aircraft carriers for so long, with hardly any operational benefits, shows that too.
