Iranians may or may not be using BLA against Pakistan but that has consequences for them since the same Baloch from ethnic angle can turn their guns on them which they have done in the past. Indians on the other hand can freely use the baloch separatists both in iran or Pakistan without any consequences leaving all potential backlash from Baloch and Pakistan on Iran.
